A day after 10 guests at a nightclub in South Delhi got stuck inside a lift, and later on the first floor of the building for five hours, the Delhi Fire Services (DFS) suspended the fire NOC (no-objection certificate) of the club. The department has also asked authorities to shut the club due to “inadequate” safety arrangements.
The incident took place in a South Extension 1 building housing Code Bar on the third floor early on Sunday.
Garg said the fire department has written a letter to the Delhi Police and Municipal Corporation of Delhi (MCD) to take action against the club. “We don’t think their fire safety clearance certificate should be valid and have suspended it. We have asked for further investigation,” he said.
A representative of Code said the bar has not received any show-cause notice regarding the cancellation of the fire clearance, adding they have all security and safety arrangements in place.

The matter has been examined and it has been decided that FSC which was issued on 14.12.2021, is suspended with immediate effect as it appears that certain changes/modification have been done in the premises by which the means of escapes have been compromised.”
The fire services also asked for the club to be closed till the investigation in the case concludes. “The operation of the restaurant may not be allowed in the interest of public safety, till the restaurant gets/obtains fresh FSC from this department,” read the letter.
Officials said the entry/exit points at the building should have been accessible to the guests. “They had to wait for five hours without water. Anything could have happened. We rescued them in time,” said an officer.
A Code representative told The Indian Express: “We have not received any show-cause notice regarding the cancellation of our fire clearance from the fire department. We had abided by all the laws and rules and subjected our premises to inspections as and when required. The allegations against us are false. We have all security and safety arrangements in place.”
Officials said the guests were coming down from the third floor when the lift got stuck. While the guests were later pulled out of the lift, they couldn’t leave the building as all exits on the first floor were blocked.
Police said the lift failure was detected at 12.45 am but fire services were called only around 5.20-5.30 am.
DFS Chief Atul Garg said firemen broke the glass windows on the first floor of the building and rescued the 10 persons inside using ladders.
As per police, the first floor was locked. The guests and guards tried calling the shop owners and building manager but couldn’t connect with anyone.
The rescued individuals have been identified as Mamta (21), Supriya (21), Muskaan (22), Vaishnavi (21), Khushi (22), Razak (27), Ayush (27), Azhar (26), Aman (26), and Ujjwal (25). Police said one of the rescued persons was a security guard.
