Day after building fell,MCD woke up on abadi plan

MCD issued a circular to okay sanctioning of building plans in village abadis,unauthorised regularised colonies and special areas.

A day after a building collapsed in the Walled City,killing seven people,the MCD issued a circular to okay sanctioning of building plans in village abadis,unauthorised regularised colonies and special areas.

The notification to allow sanctioning of building plans was issued on January 17 by the Delhi Development Authority,but was implemented by the civic body only on September 27 — a day after the building collapse.

Earlier,a layout plan of the colony was required to get the building plan approved by the civic authority,but as village abadis do not have them,it was decided that the building plans can be sanctioned as per provisions in the masterplan,zonal development plan or redevelopment plan,if available.

“For village abadis,substantial proof of ownership,an affidavit by the applicant supportive of correctness of building in size,shape,area along with location of Lal Dora village are needed. The number of dwelling units,floor area ratio,height of building,basement and other conditions shall be as per Master Plan Development-2021. The owner shall follow structural safety requirements,and will also ensure structural safety of adjoining building,” the circular stated.

“Masterplan 2021 envisages preparation of redevelopment plans and schemes for special area. The areas for which redevelopment schemes are prepared and notified for implementation,,the sanction of building plan shall be governed by the provisions. For areas where there are no layout plans available,the right of way for traffic road shall be 30 metres and for non-traffic roads,it shall be 15 metres,” said Chief Town Planner,MCD,Shamsher Singh.

Welcoming the step,councillors raised questions. “In abadis as well as special areas,the layout plan or other provisions were not included in Masterplan 2021. Moreover,there is no redevelopment scheme ready for special areas. As the MCD has returned many building plans with queries,people are unsure of getting plans approved,” said Jagdish Mamgai,chief of MCD works committee.
