Now, character certificate mandatory for resto-bars in Delhi to keep liquor licence
Those who do not submit the certificate proving no criminal background within September 15 will face strict action and their licence may also get cancelled.

The Delhi excise department has asked all owners of resto-bars holding licences to serve liquor to provide character certificates along with police verification after noticing several changes to proprietorship, owners, partners and directors without informing the department.
According to officials, those who do not submit the certificate proving no criminal background within September 15 will face strict action and their licence may also get cancelled.
Besides, any individual applying for a new licence must also submit a mandatory character certificate along with other documents.
“While considering an application for grant of licence or permit, the licensing authority shall have regard that the applicant possesses good moral character and has no criminal background or has not been convicted of any offence punishable under this or other relevant Act…” read the notification issued by the excise deputy commissioner on August 11.
It stated, “Provided that in case he is selected as licence, he shall furnish within thirty days of the grant of license a certificate issued by the Superintendent of Police of the district or the Commissioner of Police, as the case may be, of which place he is the resident, showing that he possesses good moral character and has no criminal background or criminal record.”
