Board of Visitors for city’s jails constituted, Delhi govt tells High Court

Non-official visitors include eight members, which comprise social workers, psychiatrists, and elected assembly members.

The Delhi government’s Home Department on October 14 notified the Board of Visitors for all 16 prisons across Tihar, Rohini, and Mandoli jail complexes – a day before the Delhi High Court was due to take up the matter – the court was told Tuesday.

This comes more than five years since the HC took cognisance of inhumane conditions at Delhi’s prisons. The Board plays a crucial role in providing independent feedback to prison authorities about issues ranging from the standard of basic facilities to the health and security of inmates.

On Tuesday, the court was informed that six boards of visitors had been notified through a gazette notification issued through the office of the Lieutenant Governor.

The boards comprise official visitors as well as non-official visitors.

The official visitors include six members — an additional district judge, the district magistrate, deputy commissioner of police of the jurisdiction concerned, deputy director of education of the district, a hospital medical superintendent, and a district social welfare officer.

Non-official visitors include eight members, which comprise social workers, psychiatrists, and elected assembly members.

Meanwhile, it was pointed out before the bench of Chief Justice Manmohan and Justice Tushar Rao Gedela that a large number of vacancies in medical, paramedical and other staff positions in jails remain vacant.

To this effect, the court directed the Delhi government to fill up all vacancies of medical, paramedical, and all other staff of the central jail hospital and Tihar within 16 weeks, disposing of the suo motu litigation.
