Delhi News Highlights:Aam Aadmi Party MLA Amanatullah Khan was questioned by the Enforcement Directorate (ED) in connection with an ongoing case related to appointments in the Delhi Waqf Board for 13 hours on Thursday. Hours before Khan was released, AAP leaders claimed he had been arrested and called it part of a “political conspiracy”.

Delhi Chief Minister Arvind Kejriwal who is in Tihar jail for his role in the alleged excise policy case was deliberately eating mangoes and other food items to raise his blood sugar levels and create grounds for bail, alleged the Enforcement Directorate before a Delhi court on Thursday. Advocate Vivek Jain, representing CM Kejriwal, argued that the diet he was having was prescribed by the doctor, while stating that the ED was just making statements for the sake of media publicity.

Earlier in the day, the ED said it does not require further custody of Chanpreet Singh but requested that he be remanded to judicial custody. Singh was arrested on Friday in the Delhi excise policy case, and was produced in court on Saturday.  Following this, he was sent to ED custody till April 18. The ED has alleged that Chanpreet Singh “managed” cash payments for the campaign of the Aam Aadmi Party (AAP) during the 2022 Goa elections. ED requested the Court to remand the accused to judicial custody.

High court acquits man charged for assaulting minor girl

The Delhi High Court, while acquitting a man convicted under the Protection of Children from Sexual Offences (Pocso) Act due to serious gaps in the prosecution’s case, has observed that a wrongful conviction is far worse than a wrongful acquittal.

The High Court was hearing the plea of a man who was sentenced to five years’ imprisonment by the trial court in January 2023 on charges of sexually assaulting his sister’s niece, a 12-year-old, in 2016.

Prosecution case is marred by inadequacies and contradictions which strike to the root of the prosecution case and, as such, prosecution has failed to bring home the charge against the accused beyond reasonable doubt,” said a single judge bench of Justice Anoop Kumar Mendiratta in its April 15 order, as it acquitted the man.

Delhi court sentences man to 3 years' rigourous imprisonment for sexually assaulting minor

A city court has sentenced a 28-year-old man to three years of rigorous imprisonment for sexually assaulting a minor girl in 2015, news agency PTI reported.

Additional Sessions Judge Babita Puniya had heard the arguments on sentencing last month and gave the quantum of sentence on April 8. The court had also granted a compensation of Rs 3 lakh to the victim.

The man had been charged under Section 8 (punishment for sexual assault) of the Protection of Children from Sexual Offences (POCSO) Act.

"Sentencing is about achieving the right balance between crime and punishment. The elements at play are the crime, the offender and the interests of society," the court said. In its judgment dated April 8, the court noted that the convict did not misuse the liberty of bail during the trial, he was a first-time offender, aged around 19 years on the date of the crime in 2015 and his conduct in jail was good.

Delhi live updates: Election Commission working like 'extended wing of BJP', says AAP

The Election Commission (EC) is working like an "extended wing of the BJP", the AAP alleged on Wednesday after the poll body ordered micro-blogging site X to take down some posts of the party over alleged violation of the Model Code of Conduct.

The EC has also ordered X to take down certain posts of YSR Congress, N Chandrababu Naidu and Bihar Deputy Chief Minister Samrat Choudhary for violation of the Model Code of Conduct, the microblogging site had said on Tuesday, news agency PTI reported.

Addressing a press conference, AAP chief national spokesperson Priyanka Kakkar said the party has filed two complaints with the EC over BJP's posts and hoardings but no action has been taken.

"It is the country's misfortune that the EC is working as an extended wing of the BJP. We have filed two complaints with the EC but no action has been taken," she said.

The orders by the EC were issued on April 2 and April 3 and a follow-up email was sent by it on April 10 in which it cited a violation of the "voluntary code of ethics" if 'X' fails to remove the four posts reported to it.

Over 700 personnel, 35 special pickets: Northeast Delhi gears up for Ram Navami celebrations

The Delhi Police have made elaborate security arrangements in sensitive pockets of Northeast Delhi on Wednesday on the occasion of Ram Navami.

According to officers, as many as 35 special pickets, 147 motorcycles, and 14 Emergency Response Vehicles (ERVs) have been deployed and flag marches are being held in these areas.

He said, “We have 327 temples in Northeast Delhi and 15 temples are the major ones and the top three ones will see a gather of over 1000 persons, which include the Sanatan Dharam Mandir in Seelampur, Moni Baba Mandir in New Usmanpur, and Sri Ram Mandir in Welcome”.

Special discount for Delhi voters at Karol Bagh, Najafgarh zones: MCD

Voters who exercise their electoral rights and furnish proof of the indelible ink mark on their finger will qualify for a special discount in the Karol Bagh and Najafgarh zone, the Municipal Corporation of Delhi (MCD) said in its statement to the press Tuesday.

This is being done in an attempt to encourage voter participation in the upcoming Lok Sabha elections.

“Voters who book accommodations in hotels affiliated with the Lodging House Owners Association will receive a 20 per cent discount, while those booking rooms under the Delhi Hotel and Restaurant owners Association will enjoy a  20 per cent discount,” the MCD said. 

“Eligible voters can avail of the discount by booking their accommodations within 24 hours of casting their vote,” the MCD said.

Delhi records minimum temp of 20.8 degrees Celsius, strong surface winds likely today

Delhi on Wednesday recorded a minimum temperature of 20.8 degrees Celsius, a notch below season’s average, the India Meteorological Department (IMD) forecast stated.

The weather agency has forecast strong surface winds during the day in the national capital.

The maximum temperature in the national capital is likely to settle around 36 degrees Celsius. Humidity was recorded at 59 per cent at 8:30 am.

Four get life term for killing of Delhi Police constable in 2012

A city court has sentenced four convicts to life imprisonment for the murder of a Delhi Police constable who was stabbed to death in Central Delhi's G B Road in 2012. The court termed the offence as "heinous, diabolical and barbaric".

Additional Sessions Judge Virender Kumar Kharta was hearing the arguments on sentencing against the four men-- Ashish Bahuguna alias Ashu, Suraj, Manoj and Aakash -- who were convicted under various Indian Penal Code offences, including murder and attempt to commit murder.

The four had stabbed constable Bijender besides causing stab injuries to two people -- Irshad and constable Sandeep -- on the intervening night of September 10 and 11, 2012.

"Offences committed by the convicts are heinous, diabolical and barbaric. The trauma of the family members of deceased Bijender who was working as a constable in Delhi Police and the trauma of constable Sandeep Kumar and Irshad can be understood," the court said in an order passed on April 8.

Noting the evidence before it, the court sentenced the four convicts to life imprisonment under Indian Penal Code Sections of 302 (murder) and 34 (common intention).

The court also sentenced them to RI of seven years for their common intention in attempting to murder constable Kumar and Irshad.
The accused were also sentenced to five years of RI for voluntarily causing grievous hurt to public servants and two more years of RI for assaulting or using criminal force to deter public servants and simple imprisonment of three months for obstructing public servants.

All the sentences will run concurrently, the court said

700 Tihar inmates get job in hotel industry, 1,200 more to get employed soon: Prisons chief

Around 700 inmates are employed and 1,200 more are presently undegoing to work in various sectors after coming out of jail, Tihar's Director General (prisons) Sanjay Baniwal said.

Speaking to news agency PTI, Baniwal, a 1989 batch IPS officer posted as Tihar DG since November 2022, said that they started skill development programme with the help of Urban Development Ministry inside the prisons. "Under this programme, around 700 inmates have got the job in hotel industry and 1,200 are getting training to get the job in hospitals."

According to jail officials, an infrastructure is provided inside the prisons for training under-trial prisoners (UTP). The programme was launched in early 2023.

Delhi murder-suicide: Police lodge murder case

The police have lodged a murder case in the killing of a Delhi ASI and firing at two people by a man who later killed himself. According to the police, they received a call at around 11.42 am that two people have been injured in a firing on Meet Nagar Flyover. When a team reached the spot, they found that one of the men has been killed. It was also found that assailant also killed himself inside an auto-rickshaw after firing at the rider. 

The injured man is currently undertreatment, a police officer said. Police were yet to identify the victims and the deceased assailant.

The officer also ruled out gangwar as the possible motive behind the killing and suicide.

JNU students boycott classes over unmet demands, 'inaction' in sexual harassment complaint

Several students at the Jawaharlal Nehru University on Tuesday demonstrated against the university administration's alleged neglect of their demands, and alleged "inaction" over a sexual harassment complaint.

Classes in various departments, including Social Sciences, Physical Science, School of International Students and School of Language, Arts and Aesthetics, and Computer Sciences, were stalled amid the strike, news agency PTI reported.

The protest was organised by the Jawaharlal Nehru University Students Union (JNUSU), which has demanded an expeditious investigation into a sexual harassment incident and action against those accused.

On March 31, a woman JNU student filed a complaint with the administration against four individuals, including two former students of the university, for allegedly passing sexually derogatory comments at her while she was taking a walk at the JNU Ring Road on the day. 

The students union has also released a charter of demands, including reinstatement of the now-scrapped Gender Sensitisation Committee Against Sexual Harassment (GSCASH) and inclusion of JNUSU in all committee meetings taking decisions related to students, among others.

Amid row over Kejriwal issuing orders, Director General (Prisons) says inmates can't sign docs of political nature

With the Aam Aadmi Party claiming that Delhi Chief Minister Arvind Kejriwal was running his government from the jail, Director General (Prisons) Sanjay Baniwal Monday told news agency PTI that an inmate can only sign two kinds of documents in custody, adding that they could not be political in nature. Baniwal also said that there was no distinction being made in the treatment of the inmates and that all of them had the same basic rights. Earlier in the day, Punjab Chief Minister Bhagwant Mann had alleged that the treatment given to Kejriwal was worse than that meted out to criminals.

Dwarka firing incident: Delhi Police arrests two sharpshooters

The Delhi Police on Monday arrested two sharpshooters in connection with gunshots fired outside a property dealer's office in Dwarka, news agency PTI repoted. Delhi excise policy case: ED arrests man who 'managed' AAP funds for Goa assembly polls

The Enforcement Directorate on Monday arrested Chanpreet Singh, who allegedly 'managed' the Aam Aadmi Party's funds for the Goa assembly elections, in connection with the Delhi excise policy case, news agency PTI quoted official sources as saying. The accused was taken into custody under the Prevention of Money Laundering Act (PMLA). Singh had earlier been arrested by the CBI in regards to the same case. The ED had earlier told the court that Singh had "managed" cash payments made to survey workers, area managers, assembly managers and others who were assisting in campaigning for the party during the 2022 assembly polls in Goa.

Delhi Excise policy case: CBI calls Sisodia 'mastermind' responsible for 'tweaking' policy for certain players

The CBI on Monday told a Delhi court that former Deputy CM Manish Sisodia was the 'mastermind' in the excise policy case, adding that he was responsible for "tweaking" the policy to favour  certain players. Assistant Public Prosecutor Pankaj Gupta, appearing for the CBI, also said that although some others in the case had been granted bail, "due to your role, you can't be at par with those persons."

Punjab CM Bhagwant Maan meets Kejriwal in Tihar jail

Punjab Chief Minister Bhagwant Mann on Monday met his Delhi counterpart Arvind Kejriwal in Tihar jail here, an official said.

The meeting occurred in a designated area within the jail known as the 'mulakat jangla,' separated by a glass partition.

They conversed via intercom, adhering to the jail's protocols. Mann met Kejriwal as a regular visitor, in accordance with the jail manual regulations. 

On Saturday, Aam Aadmi Party MP Sanjay Singh alleged that the Tihar administration was not allowing Kejriwal to meet his family and Mann in person.

Delhi-bound IndiGo flight diverted to Chandigarh, ‘lands ‘with 1-2 minutes of fuel left’

Passengers and crew aboard an IndiGo flight from Ayodhya to Delhi on Saturday faced nervy moments after its landing attempts at the destination failed due to bad weather conditions. A passenger on board the flight said it finally landed in Chandigarh with little fuel left and he questioned if IndiGo followed all the standard operating procedures (SOPs).

Flight 6E 2702 departed from Ayodhya at 3.25 pm and was scheduled to land in Delhi at 4.30 pm. Delhi Police Deputy Commissioner (Crime) Satish Kumar, who was one of the passengers, put out a post on X on the “harrowing experience.” He said the pilot informed passengers of adverse weather conditions upon nearing the destination around 4.15 pm and assured them that the aircraft had 45 minutes of holding fuel, a standard safety measure pilots follow in such situations. Gurgaon administration fines 606 school buses for flouting rules in wake of Mahendragarh accident

After the accident in Haryana’s Mahendragarh that claimed the lives of six children, 2,100 school buses in Gurgaon went through a three-day inspection.

A total of 606 buses were fined and impounded as per the orders of Gurgaon Deputy Commissioner Nishant Kumar Yadav. The authorities have clarified that no faulty school bus will be allowed to operate in the area.

Six students were killed on the morning of April 11 in the Mahendragarh district when a school bus driver, who was allegedly drunk and driving the vehicle recklessly, rammed the bus into a tree, and the vehicle overturned. (Read More)

Bharat Rashtra Samithi leader K Kavitha was produced before Rouse Avenue Court after her CBI custody expired today. 

K Kavitha, lodged in Tihar Jail following her arrest March 15 by the Enforcement Directorate probing allegations of money laundering in the Delhi excise policy case, was arrested by the CBI Thursday which is also investigating the case.

A Delhi court on Friday then sent her CBI custody till April 15.

While seeking her custody for five days, the CBI had submitted in its remand papers that Kavitha “forced” approver Sarath Chandra Reddy to pay Rs 14 crore for agricultural land in Telangana and asked him to pay Rs 25 crore for five liquor retail zones in Delhi.

Cab driver shot dead in road rage incident in Delhi

A cab driver was shot dead following an alleged road rage incident here, officials said on Monday.

Police said that the incident took place around 12 am, when the cab driver crossed the traffic light signal of Anguri Bagh and his vehicle brush passed an e-rickshaw.

"Initially, we got to know that a verbal spat ensued between the cab driver and an e-rickshaw rider. Meanwhile, two youths reached there on a scooter, and one of them shot the cab driver. He was rushed to the LNJP Hospital, where he was declared dead. Teams have been formed to investigate the matter and nab the accused," a senior police officer said.

Murder over water tap: Atishi writes to L-G, seeks suspension of Delhi Jal Board CEO

Following the murder of a woman in Shahdara after an alleged fight with neighbours over filling up water from a common tap, Delhi minister Atishi wrote to Lieutenant Governor V K Saxena seeking that the Delhi Jal Board CEO be suspended.

She also demanded that an independent inquiry be set up to look into the “acts of omission and commission of Chief Secretary, as well as officers of Finance Department, Urban Development Department and DJB”. ED fears Sarath Reddy will flee India, won’t testify against Kejriwal: Sanjay Singh

Questioning “intentions” of the Enforcement Directorate (ED), AAP Rajya Sabha MP Sanjay Singh has alleged that the central probe agency has opposed the overseas visit of the Delhi excise policy case approver, Sarath Reddy, on the ground that Reddy would flee the country and there would not be any statement against Chief Minister Arvind Kejriwal, who was arrested by the ED on March 21.

Addressing the media on Sunday, Singh said: “Witnesses were coerced to testify against the Delhi CM. Out of the 456 witnesses, only four mentioned Kejriwal.” He also said that Reddy gave a bribe of Rs 60 crore to the BJP, and “ ED itself had called Reddy the ‘kingpin’ of the alleged excise policy scam”. Supreme Court to hear Arvind Kejriwal’s plea against ED arrest on April 15

The Supreme Court is scheduled to hear Delhi Chief Minister Arvind Kejriwal’s plea against the High Court’s decision to uphold his arrest in the excise policy case, on April 15. The matter has been listed before a two-judge bench of Justices Sanjiv Khanna and Dipankar Gupta.

Last week, the Delhi HC had dismissed Kejriwal’s plea challenging his arrest by the Enforcement Directorate (ED), saying the agency was in “possession of enough material” to arrest him. Arrested on March 21, Kejriwal is in judicial custody till April 15 and is lodged in Tihar Jail.

Appealing against the HC’s April 9 ruling, Kejriwal questioned the timing of his “illegal” arrest under the Prevention of Money Laundering Act (PMLA), saying it was “in the middle of the election cycle and especially after the declaration of the schedule of General Elections 2024.” (Read More)
