1,821 appointment files pending before Delhi govt; panel to finalise format of EWS, non-creamy layer certificates
The committee is also expected to conduct a camp at which all concerned stakeholders will be present to resolve the pending issues with respect to the 1,821 pending dossiers of selected candidates.

The Delhi Chief Secretary has decided to constitute a committee to finalise the format of the certificates for EWS and non-creamy layer categories after witnessing a rise in cases where dossiers of selected candidates have not been processed for appointments due to non-clarity regarding the certificates.
According to officials, around 1,821 dossiers of selected candidates are pending due to non-clarity. The principal secretary (services) will be the chairman of the committee and its members will be director (education), deputy commissioner-IV (HQ), revenue department and secretary, Delhi Subordinate Services Selection Board (DSSSB).
The key aim of this committee is to finalise the format of the non-creamy layer as well as EWS certificates, and the finalised certificate will be circulated to all concerned by the Revenue Department, Services Department and DSSSB.
Officials said that the DSSSB will also ensure that such finalised certificates are updated in all of its recruitment processes for all posts wherein the submission of applications by the candidates has not yet started.
“In such cases, its work will be to finalise the crucial date w.r.t. non-creamy layer as well as EWS certificates, which shall include (but not be limited to) deciding the validity of the issued certificates, like for the FY 2015-16, as to whether any certificate issued on or after 01.04.2016 would be valid, or such certificate should have been issued during any specific period(reasons for limiting such period be provided by the Committee),” read a recent order issued earlier this month.
“In case, non-creamy layer or EWS certificate is not being collected by DSSSB from the candidates along with the application form, then the committee may decide the mechanism to get such certificate collected along with the application form, so that in case of non-availability of such certificate the candidate would not be able to submit the application claiming such category,” the order further read.
The committee is also expected to conduct a camp at which all concerned stakeholders (candidates, department officials, etc) will be present to resolve the pending issues with respect to the 1,821 dossiers of selected candidates. The committee may co-opt any expert, if so required. It has been asked to submit the action taken as expeditiously as possible and submit it latest by this week.
