Adopt online challans to ensure timely payment to wholesalers, Delhi Excise dept reminds liquor outlets

The Excise department in Delhi has directed all four government corporations — that are authorised to sell liquor in the city — to adopt online delivery of challans and ensure timely payments to the wholesalers.

This is not the first time that such directions have been issued by the department. Earlier too, said officials, corporations were asked to avoid asking for manual challans from wholesalers. But the department noted that timely payments were not being made to the wholesalers, other than the excise duty.

“The corporations were directed to accept the online challan as a proof of delivery for payment related to the excise duty and not ask for manual challan from wholesalers,” read a circular issued by the Excise department.

It added, “However, it has been brought to the notice of the department that the payment other than excise duty is not being timely paid by the corporations to the wholesalers until the challan signed by the receiver at vend is submitted to the corporation as a proof of the delivery.”

Officials said that the manual signing of the challan is a time-consuming process against the government’s stated objective of ease of doing business.

Only government corporations are authorised to sell alcohol in the city after the 2021-22 excise policy was scrapped and old policy was brought in again.

These four corporations are — Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), Delhi Tourism and Transportation Development Corporation (DTTDC), Delhi State Civil Supplies Corporation Limited (DSCSC), and Delhi Consumers’ Co-operative Wholesale Store Ltd (DCCWS).

The online delivery of challan was introduced at the level of retail liquor vends and the hotels, clubs, and restaurants (HCR) category to streamline the process of payment and delivery.

The challan is generated at the time of receiving stock through transport permit (TP) at retail vends and the HCR category retailers.
