The Aam Aadmi Party (AAP) has accused the Education department of the Municipal Corporation of Delhi (MCD) of corruption in preparing seniority lists for teachers and approving “illegal transfers”. The MCD, however, rejected a slew of allegations levelled by the party in this regard.
In a press conference on Monday, AAP’s Ankush Narang, who is the Leader of Opposition (LoP) in the MCD, called out the BJP-led civic body’s Education department for not following orders by the Supreme Court and guidelines by the Department of Personnel and Training, which is the coordinating agency of the Central Government in personnel matters, while preparing the seniority list.
“We thought the MCD would do great work and that schools under them would also function like Delhi government schools. But there has been corruption in the Education department under the BJP,” Narang said.
According to him, the department issued a circular dated June 4 announcing that a provisional list of senior teachers would be made for teachers appointed between 1995 and 2002. However, the list was full of discrepancies, Narang claimed, adding that many teachers have been left out or their joining dates are mentioned incorrectly.
“This is a tactic used by the BJP to favour their people,” he said, claiming that no one listened when teachers’ unions protested.
However, MCD officials said the seniority list was prepared by a committee headed by the Additional Director of Administration and was initially only published for 15 days, after which all recorded claims were taken into consideration and documented.
“The provisional list was prepared, which LOP Narang referred to, and was again taken into consideration after seven days for further claims and objections,” an official said, adding that the final seniority list (for 1995 to 2002), prepared in light of the DoPT guidelines as submitted by the committee, was published in all zonal offices which Narang is unaware of.
The AAP councillor also questioned the alleged illegal transfer of 46 teachers against their wishes just to accommodate 26 ‘BJP loyalists.’ “Even ailing teachers were transferred. Didn’t the Deputy Mayor claim that women teachers will be posted closer to their residences? But they were sent 30-35 km away,” he stated.
The MCD official, however, clarified that all transfers are done to maintain the pupil-teacher ratio and resolve grievances.
Narang also alleged a delay in taking action against officers responsible for misconduct in the purchase of school uniforms worth Rs 6.6 crore for over 60,000 students in MCD schools in Narela. The uniforms were never distributed and have been lying unused in warehouses for a decade.
The MCD official said action is being taken against those responsible. “A report was submitted to the competent authority, and disciplinary action has been approved against all found responsible, and it is already in process,” the official said.
