Zirakpur woman alleges harassment by SHO,ASI

According to the complainant, who worked as a domestic help in the city,no one lodged an FIR when she went to the police station last Saturday.

A domestic help working in Zirakpur has written to Senior Superintendent of Police Gurpreet Singh Bhullar, complaining against Zirakpur SHO Tarlochan Singh and ASI Narinder Kumar for harassing and humiliating her when she went to the police station to lodge a complaint of rape.

According to the complainant, who worked as a domestic help in the city,no one lodged an FIR when she went to the police station last Saturday. She was allegedly raped in April. A complaint was registered later on Thursday,August 22 after a medical examination was conducted on Wednesday.

Moreover,no woman officer was assigned to record the statement of the victim even after repeated requests, the complaint alleged. It said that the male officers, including ASI Narinder Kumar and Inspector Tarlochan Singh, constantly harassed the victim and humiliated her with obscene questions, and refused to accept her statement.

They pressurised the victim to compromise with the accused, and repeatedly made her delete and re-write sections of her complaint, the complaint said, adding,it was only the next day that a lady officer took her statement. “We had no lady officer in the station that day,but we did send a female officer to take her statement the next day,” SHO Tarlochan Singh told Newsline.

According to the woman’s lawyer Sardavinder Goyal, the SHO blatantly refused to register even a DDR and told the lawyer to “forget about it”. The lawyer alleged that the police were probably trying to shield an “influential” person who was named in the statement. When the police eventually did register a DDR,he said, they refused to hand a copy to the complainant.

“We did not register an FIR because it had to be done after a medical examination. So,we registered a DDR. The next day,we assigned a lady officer to take her statement and asked her to appear for a medical examination. However, she did not come again for four days and went back to her hometown. When she appeared for the medical examination,we registered the FIR. We were also reluctant the first day because the woman was complaining four months after the alleged rape, which sounded dubious,” Singh said.

When contacted,SSP Bhullar said,“We have initiated an inquiry, but I don’t think the SHO is at fault. The FIR was filed when the medical examination was done. A police officer for whom the woman works is behind all these false complaints.”
