UT Home Secretary Anil Kumars,residence in Sector 24 is special. For,the front and back courtyards have been converted into plush rooms. The only problem is that this is not permissible as per the rules of the UT Estate Office. Yet the UT Estate Office entrusted with the responsibility of keeping the city free of building violations and encroachments,chooses to turn a blind eye. A letter in this regard was sent by the UT Engineering Department to the Estate Office in 2010 asking them to remove the unauthorised structures.
The rules of the UT Estate Office say that if any government accommodation is found to have any illegality,it has to be removed and notices are served for the same. If the occupant continues with the violations,the allotment of the house can even be canceled. The present Home Secretary,who is currently on deputation from Haryana,was last serving as divisional commissioner,Ambala,and has also served in several key departments in the state,is the first allottee of the house and has been staying there almost for five years.
Prior to this,Anil Kumar had been staying in a Sector 23 government house. But after the new houses were constructed about five years back,he was allotted house number 131 in Sector 24 where he is currently staying. UT Sources say certain judges living in the area complained about the unauthorised construction in 2010. Following this,the UT Engineering Department sent a letter to the then Assistant Estate Officer (AEO),asking them to remove the violations. No action has been taken in this regard. The current AEO Rahul Gupta,who took over the office in April 2011,said,I do not know about this matter. I have not received any such letter since my taking over as the AEO, he said. Despite repeated attempts,the then AEO Hargunjit Kaur,now serving in her parent state Punjab could not be contacted.
A senior UT officer said that this letter was sent when Anil Kumar was not the Home Secretary. When the Engineering Department took no action at that time,what can they be expected to do,now that he is one of the top bureaucrats in UT, he pointed out. He joined as UT home Secretary on December 10 and is yet to be allotted a house in Sector 16 as per his entitlement. He is since then staying in the same house which was allotted to him in the capacity of divisional commissioner and special secretary,housing.
