By Vivek Gupta A major administrative reshuffle is on the cards in Chandigarh, as Adviser to Administrator Vijay Dev on Thursday issued orders to repatriate five Punjab Civil Service officers and one Haryana Civil Service officer to their parent states with effect from June 19. The officers are T P S Phoolka, additional deputy commissioner; M M Sabharwal, joint secretary, home, and director of public relations; Rajiv Gupta, joint municipal commissioner; Rahul Gupta, superintendent of jail; Sunil Bhatia, additional municipal commissioner; and Tilak Raj, land acquisition officer. Except Tilak Raj, all others are PCS officers. [related-post] All these officers have been on extension since they completed their three-year deputation tenure in Chandigarh earlier this year. The administration had been waiting for panels of officers to replace them from both states and had even sent reminders. Taking the matter seriously now, the adviser has fixed a deadline for their repatriation after approval from the administrator and, at the same time, written to both the Punjab and Haryana governments to send their panels within a month. A gap of two months is left so that there is a smooth transition. Sources said that some of the officers wanted to stay on in the city. Among them was Gupta who remained in the news because of the controversy over the study tour of municipal councillors and officials last year. Former mayor H C Kalyan had accused him of ignoring the rules, and had written to the adviser to order an inquiry into the matter. Sabharwal was also part of the trip. Meanwhile, two PCS officers — Upkar Singh, who is assistant estate officer, and Sandeep Hans, special secretary of estates — have written for their repatriation which, according to officials, will only take place after filling of the posts of six officers whose repatriation has been ordered.
