Over 54% traffic violators in Chandigarh are repeat offenders, average of 5,500 violations detected daily, data reveals

Over 54 per cent of the traffic violators who have been challaned in Chandigarh are repeat offenders who have been fined more than three times for various violations, according to data obtained from the Intelligent Traffic Management System. Over the last 17 months since the system has been put in place, as many as 28 lakh violations have been captured in the city, which translates to an average of over 5,500 violations on a daily basis.
According to data shared with The Indian Express by Chandigarh Smart City Limited, at 52.81 per cent, red-light violations constitute a major chunk of the violations in the City Beautiful. This is followed by speeding which make up 28.55 per cent of the violations. As much as 18.02 per cent of the violations pertain to not halting at the stop line during a red light, followed by fines for not wearing a helmet (0.62%).
The most number of red-light violations were detected at these five locations: Bapudham light point (from Shastrinagar light point), Grain Market point (from Transport Chowk), Gurudwara Chowk, Piccadily Chowk and Kisan Bhawan point (all three from the Labour Chowk side).
As per the data, more than 10 lakh challans have been issued in the city during this 17-month period. This is expected to generate a revenue of around Rs 12 crore for the traffic police.
In a recent meeting, officers discussed how the Integrated Command Control Centre (ICCC) project has benefitted the city in terms of reduction in traffic rule violations, carbon emissions and fuel usage through the Adaptive Traffic Control System (ATCS), besides the resolution of criminal cases with the help of CCTV surveillance.
Inaugurated in 2022, the Rs 295-crore ICCC acts as the brain of the city with an on-premise data centre and data analytics tools for informative decision-making, better disaster management and smarter governance. Over 1,000 cameras were installed at 280 locations in Chandigarh as part of the project to keep a watch on traffic violations. Besides a number-plate recognition feature, the cameras also help detect various traffic violations and challans are sent to the registered mobile number of the vehicle’s owner along with a photo of the violator.
The camera surveillance not only aims to make the roads safer, but is also expected to help reduce incidents of theft or other crime, officials had said at the time.
