Pargat Singh was staying at Sant Nagar on a fake identity for the last two-and-a-half months. A fake voter I-card in the name of one Pushpinder Singh was also recovered from his possession.

Interestingly, the accused was nabbed from the house of a police officer, whose son had rented it out as a PG accommodation. “We have called for an explanation from ASI Sukhvinder Singh posted in Patiala,” said the officer.

Khatra said Pargat Singh, who allegedly had links with terrorists from across the border has been arrested under Sections 3,4 and 5 of the Explosives Act 1908,and Sections 13,16,17,18,20 of Unlawful Activities Act (Prevention Act 1967).

The SSP added that Pargat was a close associate of Bakhshish Singh alias Baba and together they had planted the bomb at Halwara, which was also detected and diffused by the police.

Khatra said that during initial interrogation of the accused,he had confessed that after planting the two bombs he went to Malaysia where he stayed with Harminder Singh Mintu alias Dali and went to Pakistan in March for training in the use of weapons and making bombs.

Thereafter,he returned to India in May to carry out more terrorist activities and was supplied with money and ammunition. He was also paid Rs 30,000 on his re-entry to India to carry out terrorist activities.

Khatra has also written a letter to the Election Commission. “The accused used the identity card to procure an air ticket from Nepal when he returned to India after getting training in Pakistan via Malaysia,” he said.
