Ashok Khemka,a senior IAS officer of Haryana posted as director,social justice and empowerment has,in a series of letters to the chief secretary,has alleged that he is being humiliated by the government as he was being retained on a junior post.
The demi-official letters,at least two of which have already reached the chief secretary Urvashi Gulati,are being followed by at least one reminder a week from Khemka,a form of protest,sources said,that the IAS officer will continue with till he is re-designated in his own rank as either director general or commissioner.
Stating that retaining him on a junior post is injustice,Khemka has pointed out that officers junior to him are posted as director generals,commissioners and managing directors while he continued to be designated as a director,a post normally held by very junior officers. Khemka has also given examples in his two letter to Gulati,sent on August 1 and August 5,about officers junior posted to him on senior posts.
Khemka has named Vineet Garg who is the director general education,AK Singh (director general,transport),Ashok Kumar Yadav (director general,agriculture),Vijayender Kumar (director general,school education),Dr Narveer Singh (director general,health services),Dr KS Dangi (director general,animal husbandry) and Dr Satyavir Singh (director general,horticulture) to hammer home his point.
Other than the technocrats who are posted as director generals in health,animal husbandry and horticulture departments,the rest are IAS officers junior to Khemka.
He further pointed out that the post of the director is meant for below super- time-scale officers. Officers in the senior time scale (around four years of service) and even on probation have been posted as directors,he has written.
Khemka,who has been in service for 21 years,added that he was promoted to the super time scale in 2007 and as per the latest IAS cadre restructuring exercise for the state,officers above the super time scale are to be posted as director general.
He wrote that continuing to post him as director despite the fact that he is working on the super time scale since 2007 and has also been empanelled as joint secretary in government of India is injustice.
The chief secretary could not be contacted despite repeated attempts. Sources in her office,however,said she has received the letters and had forwarded them with a query regarding the posts which can be held by officers of the senior scale and the super time scale.
