The special NIA (National Investigation Agency) Court of Chandigarh on Thursday issued an open-dated, non-bailable warrant of arrest against Harpreet Singh, alias Happy Passian, in connection with the grenade attack at a house in Sector 10 on September 11, 2024.
The NIA took over the case after the initial probe hinted at the involvement of pro-Khalistan leaders operating from Pakistan and the US.
The initial investigation conducted by Punjab Police revealed that the grenade attack was carried out on the directions of a designated individual terrorist, Harwinder Singh Sandhu, alias Rinda, of Babbar Khalsa International (BKI), based in Pakistan, in collusion with Harpreet Singh, alias Happy Passian (a US-based gangster-turned-Khalistani), through their operatives in Punjab.
The agency has named both Rinda and Passian in its FIR, lodged on October 1, invoking multiple sections of the Unlawful Activities (Prevention) Act (UAPA) and various provisions of the Explosive Substances Act. Meanwhile, the two accused who lobbed the grenade, Vishal Masih and Rohan Masih, were arrested within a week of the attack.
On Thursday, the accused Kuldeep Kumar (auto driver), Rohan Masih, Vishal Masih, Akashdeep Singh, and Amarjeet Singh were produced before the court through video conferencing.
An application was also filed by the NIA before the court for the issuance of an open-dated, non-bailable warrant of arrest against Harpreet Singh, alias Happy Passian.
The Court of Alka Malik, Additional District and Sessions Judge, said, “It is evident that the investigating officer has made sincere efforts to
locate him so as to serve notices upon him at his residential address through Punjab Police and the National Investigation Agency. He was not available at his address and is reported absconding.”
Consequently, allowing the NIA’s application, the court ordered, “Let open-dated, non-bailable warrants of arrest be issued against accused Harpreet Singh, alias Happy Passian, for that day.”
