RLA may adopt Punjab model in affixing of HSRP

Registration and Licencing Authority,(RLA) is contemplating of adopting the Punjab model in affixing High Security Registration Plates (HSRP) to the vehicles.

Registration and Licencing Authority,(RLA) is contemplating of adopting the Punjab model in affixing High Security Registration Plates (HSRP) to the vehicles. In Chandigarh the high security registration plates are being affixed at three locations. These include RLA offices in Sectors 17,42 and Industrial Area.

However,in Punjab people can get the HSRP affixed at the showroom itself. Car dealers are allowed to affix the HSRP which makes the whole process convenient due to numerous dealers.

There are around eight lakh vehicles for which the high security number plates would have to be affixed. At present,250 to 280 vehicles are being accommodated every day at the three centres. RLA is giving a time of one month for numbers of a particular old series to be fixed. With each series having 10000 numbers,at the current rate it would be difficult to complete the process. The deadline for changing the number plates on all vehicles is 2015.

At Sector 17 and Industrial Area,the space for parking of vehicles for fixing plates is quite less which is adding up to the problem of RLA and public. Lack of proper parking space and required manpower is leading to long waiting hours and overcrowding of the center where the plates are affixed. According to an RLA officials efforts are being made to shift to Punjab’s model where dealers will be allowed to affix the plates.

RLA is also planning to take certain measures to streamline the entire process of registration of the vehicles. One among them is ‘Dealers Inspection’. Currently at the time of the purchase of the new vehicles the temporary number is given by the dealers. These numbers are given to the dealers by RLA. However in some cases it has come to the light that dealers are giving arbitrary numbers to vehicle owners without the authorisation of the RLA. To ensure compliance RLA will now be conducting routine inspection of the dealers to ensure that they are complying with RLA rules.

Dealers are given the trade certificates which is to be renewed at regular intervals,that is 12 months. However in recent past due to lack of proper inspection some of the dealers have been working without getting their trading certificate renewed.
