Resolution to give five acres of village land in Kharar to private builder sparks controversy
The Gram Panchayat of Daun reportedly passed a resolution stating that the concerned builder faced difficulties in developing a colony, as his landholding was less than 25 acres and came under the master plan.

A major controversy has erupted over the Nagar Council Kharar’s resolution to hand over five acres of village land in Daun to a private builder. Mohali legislator and ruling Aam Aadmi Party (AAP) MLA Kulwant Singh has termed the move “regrettable and a serious irregularity,” demanding stern action against the officials involved.
Speaking to reporters, the MLA said, “It is shocking that the Nagar Council Kharar passed such a resolution in haste. Even more surprising is the fact that out of a village’s 500 acres of land, only five acres were acquired. This cannot be considered logical”. He called for a high-level inquiry and insisted that whichever official authorised the move must face strict legal action.
According to official documents, the resolution was based on a letter from the Additional Deputy Commissioner, Urban Development, Mohali. The Gram Panchayat of Daun reportedly passed a resolution stating that the concerned builder faced difficulties in developing a colony, as his landholding was less than 25 acres and came under the master plan. The panchayat further resolved that it had “no objection” if Nagar Council Kharar included the area within its municipal limits.
Reacting strongly, Punjab Against Corruption chief Satnam Singh Daun, after meeting the MLA, told reporters that he would approach the High Court if the resolution was not immediately canceled. “We will also press for action against the panchayat resolution at the highest level,” he said.
Issuing a warning, Satnam Daun added, “If Kharar MLA Gagan Maan does not openly oppose this decision, it will be assumed that she too is complicit in the matter, since as a legislator she is a member of the Kharar Council”.
