A recent directive from the Registrar General and Census Commissioner for the Census 2027, has added urgency to the process of expanding the boundaries of Mohali Municipal Corporation.
In a letter sent to the Chief Secretaries of all states and Union Territories (UTs), Registrar General and Census Commissioner of India, Mrityunjay Kumar Narayan stated that “all administrative boundary changes must be finalised by December 31, 2025”. After this date ,“no alterations in the boundaries of districts, tehsils, sub-divisions, revenue villages, or municipal corporations will be allowed,” as the boundaries will be frozen for the Census operation.
In light of this directive, the Mohali Municipal Corporation (MC) boundary expansion process has gathered pace. The Punjab government had already issued a preliminary notification regarding the expansion, and November 6 marked the last date for residents to file objections.
The Principal Secretary of the Local Government Department will now hear these objections, following which the final notification is expected to be issued soon. Sources said the entire process must be completed by the end of December to ensure it aligns with Census timelines.
According to the Ministry of Home Affairs “no administrative boundary changes will be permitted between January 1, 2026, and March 31, 2027”.
State governments have been instructed to finalise and implement all proposed boundary modifications by December 31, 2025, and immediately inform both the State Census Directorate and the Office of the Registrar General of India.
As per the communication, the first phase of the Census Houselisting and Housing Census will commence on April 1, 2026, followed by the population enumeration in February 2027.
Hence, all administrative and municipal boundaries, including those of Mohali, must be finalised by December 2025 to avoid any disruption in the Census process.
