Registering and licensing services completely online: Chandigarh administration to take final call today

On May 1, the administration stated that over 15 services of the RLA, including issuing driving licences to transferring vehicle ownership, would be made only online from June 1.

The Chandigarh administration will take a final call Wednesday on whether or not to make the services of the Registering and Licensing Authority (RLA) entirely online from Thursday, July 1.

On May 1, the administration stated that over 15 services of the RLA, including issuing driving licences to transferring vehicle ownership, would be made only online from June 1. Only vehicle registration was exempted, as per the statement.

Officials stated that the RLA’s 14 services went completely online on March 14 but people were still coming to offices and time was given till June 1.

A senior RLA official said, “The offline mode was to be discontinued from June 1. However, we will meet senior officers today to decide whether or not more time should be given.”

Services that will go entirely online include renewal of registration certificate (RC), duplicate RC, transfer of vehicle ownership, registration of vehicles purchased in a public auction, change in address on RC, removal, addition or continuation of hypothecation, issuance of no-objection certificate, cancellation of RC and updating mobile number in RC, and issuance/renewal of fitness certificate.

Services related to the issuance of driving licences have also been made available online through the Parivahan portal of the central government.

To apply online for a licence, one has to upload documents and pay the fees as done for the registration of vehicles. The applicant’s physical presence is required for photograph and biometrics submission. However, applicants can directly visit the office of RLA without any prior online appointment after applying for these services online on the Parivahan portal.

Work is also underway to discontinue the requirements of biometrics and photograph, and the same will be done in due course so that these services could also be availed by the general public without visiting the office of RLA, the official said.

“Any individual wanting to avail services related to vehicle registration as mentioned above and driving licence, can apply online through the portal (parivahan.gov.in or mParvahan application). Necessary links/manuals/procedures and documents required have also been made available on the official website of this office http://www.chdtransport.gov.in. In case of any sort of query regarding contactless services, applicants may contact on 0172-2705270 or 0172-2706270,” a statement issued by the Chandigarh RLA on May 1 said.
