Misconduct, negligence, dereliction of duty of police officers found: SIT in HC

A Special Investigation Team (SIT), probing the matter pertaining to TV interviews of gangster Lawrence Bishnoi from jail, has found misconduct, negligence and dereliction of duty on part of the officers concerned, a senior Punjab Police officer submitted in the Punjab and Haryana High Court Tuesday.
Special Director General of Police Prabodh Kumar, who also heads the SIT, also submitted before a division bench of Justices Anupinder Singh Grewal and Lapita Banerji that the investigation into an FIR registered on January 5, 2024 at State Crime police station, Mohali has been completed.
The bench was hearing the suo motu matter pertaining to the two interviews of the gangster aired on a private news channel in March 2023.
The DGP, in an affidavit, also submitted that chargesheet has been filed in the matter in the court of judicial magistrate first class, Mohali on October 9. The affidavit further mentioned about a self-contained note indicating the “misconduct, negligence and dereliction of duty by the concerned officers.”
The note has also been sent to the administrative secretary, Government of Punjab, Department of Home Affairs and Justice, mentioned the affidavit.
The state also submitted in the high court that show cause notices have been issued to Head Constable Om Parkash, the then night MHC, CIA, Kharar; ASI Mukhtiar Singh, the then duty officer; Sub-Inspectors Reena (CIA, Kharar); Jagatpal Jangu and Shaganjit Singh (AGTF), and Sammar Vaneet, DSP, EOW, Mohali.
On action taken by the SIT in the matter, the HC said, “We appreciate the commendable efforts made in conducting the investigation as well as preparing the note pointing to the negligence and dereliction of duties of the officers”. The counsel for Punjab assured the court that appropriate action has been initiated against delinquent officials and prayed for time to file an affidavit in that regard.
The bench adjourned the case for October 28.
The state had earlier informed the high court that the four police officials including the then SSP Mohali Vivek Sheel Soni; then SP Mohali (Investigation), Amandeep Brar; the then DSP (Detective) Mohali, Gursher Singh Sandhu, and the then CIA Incharge of Kharar Inspector Shiv Kumar, had already been issued show cause notice.
Apart from the interview issue, Arun Pal Singh, ADGP (Prisons), while appearing through video conferencing, submitted that several steps have been taken towards installation of V-Kavach jammers and prayed for time to file an affidavit in this regard.
