Minister Manohar Lal Khattar visits family of Chandigarh IPS officer Y Puran Kumar, final rites on Sunday

Union Minister Manohar Lal Khattar on Thursday visited the family of Y Puran Kumar, a 2001-batch IPS officer and Inspector General of Police, who was found with a gunshot wound at his residence in Chandigarh, and offered his condolences to the officer’s wife, IAS officer Amneet P Kumar.

Leaders from across the political spectrum have already visited the officer’s family to pay their respects. Among them are Haryana Chief Minister Nayab Singh Saini, Lok Sabha Opposition Leader Rahul Gandhi, Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, and Union Ministers Chirag Paswan and Ramdas Athawale.

According to family members, a bhog and antim ardas will be held in Kumar’s memory on Sunday. The condolence gathering is scheduled at Gurdwara Sri Nada Sahib in Panchkula from noon.

The 2001 batch IPS officer was found dead of a gunshot wound at his Sector 11 residence in Chandigarh on October 7. The police recovered an eight-page “final note” detailing years of alleged caste-based discrimination, harassment, and character assassination targeted at him.

In the note, Y Puran Kumar named nine serving and one retired IPS officers and three retired IAS officers, including Director General of Police (DGP) Shatrujeet Kapoor and Narinder Bijarniya, Superintendent of Police. He wrote that their actions had led him to take the extreme step.

Amneet Kumar was in Japan at the time as part of the Haryana government’s delegation led by Chief Minister Nayab Singh Saini. She returned on October 8 and lodged a formal complaint with the Chandigarh Police seeking action against all those named in her husband’s “final note”.

The Chandigarh Police have registered a First Information Report (FIR) under Section 108 IPC (abetment to suicide) and under provisions of the SC/ST (Prevention of Atrocities) Act.

After denying her consent to a post-mortem examination for over a week, she agreed to the same on October 15. A board of doctors at PGIMER, Chandigarh, conducted the examination in a videographed process attended by a magistrate and ballistic experts. Subsequently, Kumar’s last rites were performed the same evening.

Bijarniya was transferred out of Rohtak on October 11, while DGP Kapoor was sent on leave two days later.
