Major complains to Army HQs over promotion exam

In his complaint, Major Arora states that “I hereby undertake to produce strong evidence so as to prove this complaint in front of the Court of Inquiry, if ordered."

An army officer serving in the Judge Advocate General’s (JAG) Branch, the Army’s legal department, has complained that a promotion examination for JAG officers conducted by the Western Command Headquarters in Chandimandir was not held fairly and impartially.

In his complaint to the Adjutant General in Army Headquarters, Lt Gen Rakesh Sharma, who is also the Colonel Commandant of JAG department, Major Gaurav Arora, who is posted in New Delhi, has demanded that a thorough probe be carried out, preferably through a Court of Inquiry, to investigate his complaint.

In his complaint, Major Arora states that “I hereby undertake to produce strong evidence so as to prove this complaint in front of the Court of Inquiry, if ordered. Also, it is most humbly requested that no officer from JAG’s department be detailed for such Court of Inquiry so as to maintain fairness and impartiality”.

The officer mentions in his complaint that he was transferred from Artillery to JAG’s department in April 2014 and was thereafter sent for a course to the Institute of Military Law in Kamptee where he got an ‘A’ grading and, at the end of the course, he was also given an award for achieving the highest marks in academics as also in court martial examination.

Major Arora complains that soon thereafter, in April 2015, he appeared in a promotion examination of JAG department held at Western Command Headquarters. However, he was declared unsuccessful in the examination. “During the conduct of the said examination, due to certain incidences and evidences, which I came across while undergoing the exam at Western Command headquarters, I became suspicious about the fairness and impartiality of the examination and at last now I am fully convinced that the said examination was not held fairly and impartially,” the complaint reads.

Responding to a query by The Indian Express, Western Command headquarters said they had not received any complaint about the conduct of the examination.

However, in reply to a written query, senior officials in Army Headquarters, New Delhi, said an internal check was carried out by the JAG department wherein the answer sheets of the promotion examination were checked and that no anomaly was found. They also claimed the complainant had now stated he did not wish to pursue the complaint. However, sources said the officer has not withdrawn his complaint till date and is pressing for a full inquiry.
