The SAD-BJP combine that broke the 46-year-old jinx to return to power for the second consecutive term in Punjab appears to be banking heavily on its under graduate legislators,a few of them have not even passed class X,to run different ministries.
Of the 18 legislators of Shiromani Akali Dal and its alliance partner Bharatiya Janta Party,eight are under-graduates,as revealed by their affidavits while filing nomination papers for the just concluded Assembly elections.
It would be interesting to see what portfolios are given to the not so educationally qualified ministers,which in terms of percentage constitute more than 44 percent of the 18-member ministry.
Attari MLA Gulzar Singh Ranike,who has mentioned literate as his highest qualification,appears topping the list in terms of least qualification of cabinet ministers who was sworn in today.
In the 18-member cabinet,where Chief Minister Parkash Singh Badal is a graduate from FC College Lahore and his son and Deputy Chief Minister Sukhbir Singh Badal is MBA from California State University (Los Angeles),three out of the total four BJP minister are under graduate.
While BJP minister Surjit Kumar Jayani is ninth passed,Chuni Lal Bhagat is a matriculate. Anil Joshi who also won on BJP ticket from Amritsar North did his Higher Secondary from Government Higher Secondary School,Tarn Taran,as per his affidavit.
SAD minister Ajit Singh Kohar has studied under middle.
Apart from Chuni Lal Bhagat,the other matriculate Punjab ministers is Sikander Singh Malooka,the SAD legislator from Rampura who boasts of serving as power minister in the past.
With a law degree,Madan Mohan Mittal is the most educationally qualified minister among the BJP ministers.
The simple graduate ministers,other than chief minister Parkash Singh Badal,are Bikram Singh Majithia,Surjit Singh Rakhra and Sarwan Singh Phillaur.
With graduation in law,Sharanjit Singh Dhillon of SAD,has similar qualification as of Madan Mohan Mittal of BJP.
Another pair having similar highest educational qualification is Anil Joshi of BJP and Janmeja Singh Sekhon of SAD,both having done their Higher Secondary.
Tota Singh of SAD is under FA (Faculty of Arts).
Having done their MBA,Sukhbir Badal,Parminder Singh Dhindsa and Adesh Partap Singh Kairon are the most educationally qualified ministers in the present Punjab cabinet.
Chief Minister Parkash Singh Badal and Chuni Lal Bhagat have two things in common both are octogenarian and studied in Pakistan for their highest qualification,Badal in Lahore for graduation and Bhagat in Sialkot for his matriculation.
