Kin reject probe,urge CM to order fresh probe

An agrieved family,which had lost its newborn minutes after his birth at Kharar Civil Hospital on September 21,has rejected the inquiry report conducted by Mohali Civil Surgeon Dr PK Shridhar and has urged Punjab Chief Minister Parkash Singh Badal to order a fresh independent probe preferably by an IAS officer to nail the hospital staffers guilty of ‘criminal negligence’.

Dubbing the Civil Surgeon’s inquiry report,which had exonerated the entire hospital staff and found nothing wrong in the work and conduct of the hospital staff,as ‘biased’ with a sole aim to ‘save’ the hospital staff,Subedar Gurcharan Singh (retd) has alleged that his statement and allegations made during the course of investigation were “not at all considered” to give clean chit to the hospital staff.

Categorically refuting the charges,Civil Surgeon claimed that every aspect of the case was thoroughly examined in the inquiry,which he claimed was “impartial” and based on “facts”.

In a representation to CM,a copy of which was supplied to Chandigarh Newsline here today,the retired ex-serviceman claimed that the child was born alive and even cried for couple of times before being declared dead. “If umbilical cord was tightened around his neck causing asphyxia,how he was born alive and cried after birth,” questioned he. Civil Surgeon had reported asphyxia as cause of death due to tightening of an umbilical cord around the neck of Singh’s grandson.

Singh’s grandson was among three newborn babies,who had died under mysterious circumstances at Kharar Civil Hospital in less than ten days. While the kin of all the three deceased babies had initially alleged medical negligence,the charge categorically denied by the hospital authorities,two of the three aggrieved families had opted out of the probe for seeking no action against anybody whereas Singh had lodged formal complaints with the Health Minister and local police as well.

Incidentally,in all three tragic cases,no gynaecologist or other medical officer was present during the deliveries,which were conducted by staff nurses assisted by midwives. In this,the Health department officials claimed “nothing wrong” as this was a routine practice in conducting normal deliveries. “Negligence on the part of staff nurse and hospital authorities in keeping my daughter unattended for almost 24 hours after admission led to my grandson’s death,” Singh alleged.
