IAS officer Amneet P Kumar, wife of Haryana IPS officer Y Puran Kumar, has lodged a formal complaint with the Chandigarh Police seeking action against Haryana DGP Shatrujeet Singh Kapur and Rohtak SP Narender Bijarniya. Both officers were unavailable for comment despite repeated calls and messages. Amneet, who returned from an official visit to Japan on Tuesday, submitted a four-page complaint to Chandigarh Police seeking registration of an FIR against Kapur and Bijarniya under abetment of suicide and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. She also sought their immediate arrest, stating that both “hold influential positions” and could “hamper the investigation.” Referring to her husband’s suicide note, Amneet wrote, “While official narratives suggest suicide, my soul cries for justice as a wife witnessing years of systematic humiliation, harassment and persecution inflicted upon my husband by senior officials including Sh. Shatrujeet Singh Kapur, DGP (Haryana).” She alleged that her husband had informed her about a “conspiracy” being orchestrated at the DGP’s direction to falsely implicate him in a “frivolous and mischievous” complaint. “Just before his death, on the directions of DGP Haryana Sh. Shatrujeet Singh Kapur, a false FIR (No. 0319/2025) under Section 308(3) BNS, 2023 was registered at Police Station Urban Estate, Rohtak, against my husband’s staff member Sushil. Under this well-planned conspiracy, my husband was being framed by fabricating evidence, which drove him to his final anguish,” she wrote. Amneet further alleged that when her husband tried to contact the DGP and SP Rohtak regarding the matter, Kapur “hushed up” the conversation while Bijarniya “intentionally did not answer his call.” “The eight-page suicide note, a document of a broken spirit, lays bare these truths and names numerous officers whose relentless actions pushed him to the edge,” she wrote. Invoking the provisions of the SC/ST Act, Amneet demanded, “I request you to register an FIR under Section 108 BNS, 2023 (earlier Section 306 IPC) and other relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act against Sh. Shatrujeet Singh Kapur, DGP Haryana, and Narendra Bijarniya, IPS, SP Rohtak, and immediately arrest them without delay as both accused are powerful and may influence witnesses or tamper with evidence.” In a statement issued late on Tuesday evening, Chandigarh Police said, “SHO, Police Station-11, has received a complaint from Amneet P Kumar and further investigation is under way.” Concluding her complaint, Amneet wrote, “Justice should not merely be done, but seen to be done — even for families like ours, shattered by the cruelty of the powerful. My children deserve answers. My husband’s decades of public service deserve dignity, not silence.”
