(Express Photo/Representational)The Punjab Vigilance Bureau (VB) on Saturday registered a case against Jarnail Singh Bajwa, director of Bajwa Developers Limited, Sunny Enclave, Kharar, Chief TownPlannerPunjab(CTP) Pankaj Bawa, who was later arrested, and patwari Lekh Raj (retired) for allegedly illegally clearing housing projects.
A VB spokesperson said during the investigation into a complaint, it was found that Bajwa Developers Limited got passed a residential/commercial project from the state government on about 179 acres in Sinhpur, Hasanpur and Jandpur villages
in Mohali district.
The promoter also did not deposit one per cent of the project costoramaximum of Rs 1 crore as a cancer relief fund with the government as per the decision taken by the empowered committee on March 22, 2013, and officials/employees of the Punjab Urban Planning & Development Authority (PUDA) didn’t initiate any action against the developer in this connection as per rules, the spokesperson said.
“Besides this, Bajwa Developers Limited had also got approved layout plan of a residential mega project in Sunny Enclave in Jandpur, Sinhpur Hasanpur villages in Sectors 120, 123, 124 and 125, and got approved housing plan for economically weaker sections (EWS) on an area of 9.09 acres. Out of this area, 4k anals of 17.1/10m arlas in Hasanpur village and the area of 57 kanals of 0.1/2 marla in Sinhpur village was registered in the name of the Greater Mohali Area Development Authority (GMADA),but the registration of 1.32acres was still not done in the name of GMADA by Bajwa Developers Ltd,” the spokesperson said.
The spokesperson said it came to light that the mutation of the land had been registered in the name of GMADA even after the lapse of seven years, and the area is still owned by Bajwa Developers and the landowners who gave consent to the developer, “which clearly proves the connivance of the officials/employees of GMADA with Bajwa Developers Ltd”.
The spokesperson said, “During the probe, it was also found that the office of CTP had not passed change of land use (CLU) certificate but Jarnail Singh Bajwa, Director, Bajwa Developers Limited, in connivance with the then DTP Pankaj Bawa, now CTP; Raghbir Singh, Assistant Town Planner, and Lekh Raj, patwari (retired), got approved the land in thelayout
plan without any approval”.
“Similarly, Bajwa Developers, in collusion with the officials/employees of the Chief Town Planner, Punjab, got the land of various persons passed in the layout plan by imposing fake consents without their knowledge, while land in Jandpur village having a total area of two acres, is registered in the name of Samadh Pukhta Baba Gulabdas Chela Baijaldas, had also been included in the project on the basis of fake consent,” the spokesperson said.
Disclosing further, the spokesperson said, “Bajwa Developers Ltd Director Jarnail Singh Bajwa in collusion with the then GMADA officials had in 2014-15 constructed about 78 commercial booths in mega project of Sector 123 without getting the designs/maps passed, which caused financial loss to the government to crores of rupees were to be earned as a map fees.”

Apart from this,the role of officers/ employees of GMADA, PUDA, Chief Town Planner, Punjab, and Municipal Council, Kharar, or private individuals would also be probed during the investigation of this case, the spokesperson added.
