The Himachal government on Sunday announced to enact a law to punish those who leave their animals on the road. Chief Minister Prem Kumar Dhumal said the crime would be defined as a cognizable offence as per the new law that is under active consideration. He said the law would also have provisions of fine and other punitive punishment. He was speaking after laying the foundation stone of gaushala bhawan which will be known as Kamdhenu Bhawan at Jamli in Hamirpur district. To leave animals on the road is cruelty which goes against our moral values and heritage of the country. For effective implementation,the government would tag the animals to establish their ownership and would punish the defaulters, Dhumal said. He said that vermin culture would also be promoted with the help of existing gau sadans in the state besides production of vermin compost. The farmers should focus on rearing traditional hill species of cow for benefits of their bio-products that could add to income generation, he said.
