Chandigarh Police recovers 'will' and 'final note: 'Kumar named several Haryana Police officers'

Senior IPS officer Y Puran Kumar’s death allegedly by suicide came on a day a head constable of the Haryana Police, closely associated with him, was sent to judicial custody after being arrested and allegedly confessing to demanding bribe in the name of the deceased officer. The Haryana Police, however, had not summoned or issued any notice to the IPS officer to join the investigation.

Kumar, a 2001 batch officer, was found dead at his Sector 11 residence in Chandigarh. He allegedly shot himself dead with his official weapon, Chandigarh Police said, adding a “Will” and “Final Note” was also recovered and seized from the scene along with other evidences.

In Rohtak, Superintendent of Police Narendra Bijarniya said the state police on Monday had arrested Head Constable Sushil Kumar on charges of allegedly demanding bribe from a liquor businessman in Rohtak.

“Sushil was earlier working with Y Puran Kumar. But even after the his transfer out of Rohtak range, Kumar kept Sushil with him without any official orders. On Monday, we received a complaint and a video footage from a liquor businessman who alleged that Sushil was demanding a bribe of Rs 2.5 lakh on a monthly basis from him. The businessman alleged that Sushil was demanding the bribe in the name of senior IPS officer Y Puran Kumar. We registered an FIR on the basis of the written complaint and a video footage, based on which we picked up Sushil and interrogated him. He confessed to taking bribe in the name of Y Puran Kumar. Sushil was produced in the court and sent to judicial custody on Tuesday. But, we had yet not summoned or issued any notice to Y Puran Kumar to join the investigation. Before we could do anything like that, we learnt about his demise,” Bijarniya told the Indian Express.

Kumar was earlier posted as additional director-general of police (ADGP, Rohtak range) and was transferred as inspector-general, Police Training Centre, Sunaria in Rohtak, on September 25.

Meanwhile, in a late night statement, Chandigarh Senior Superintendent of Police Kanwardeep Kaur said a Central Forensic Science Laboratory (CFSL) team videographed and photographed the entire scene. “Physical and electronic evidences and weapon used was seized. A ‘Will’ and a ‘Final Note’ was also recovered and seized from the scene. The body was sent to the mortuary. The wife of deceased is expected to return (from her official visit to Japan), on 8th October, after which post-mortem shall be conducted by a board of doctors. Further investigation is under way,” the SSP said.

A Chandigarh Police officer, part of the investigating team, said that in the “Final Note”, Kumar “has mentioned about his issues with the administration, and has also named a few senior Haryana Police officers”.

“The note and the allegations made in it are being investigated. The names in the note cannot be disclosed at present,” the officer added.
