HC issues notices to CBSE on petition filed by parents of dyslexic student

The petition has been filed demanding the use of scientific calculators during the coming CBSE Board examination by a dyslexic student.

The petition,filed by parents of Pranjay Jain,says that the student has been denied permission to use a calculator during the Board examination. “As per the norms,a dyslexic student is allowed to use a calculator during science and maths exams. The student has been denied the use of calculator while the Board exams are beginning on March 3,” reads the petition. It also states that the student has a brilliant academic record and scored 92 per cent in the Class X ICSE exams.

The petition goes on to say that while the CBSE has granted permission to bring a scribe along with the student and for extra time,but they refused to allow the request that the student be allowed to bring a calculator.

A judgment of the Bombay High Court against CBSE in a similar case has also been attached with the petition.

It also states that the same student was granted permission to use a calculator when he appeared in the Class X ICSE exams. Notices have been issued to file a reply on February 22 when the case will be taken up for resumed hearing.

The Punjab and Haryana High Court has issued notices to the state of Haryana; Director (Local Urban Bodies) Haryana; Deputy Commissioner Ambala Cantt,and others on a public interest litigation filed by advocate Vijay Bansal. The petitioner has sought quashing of an order issued by Haryana on January 18 wherein it declared Panchkula as a Municipal Corporation after merging the municipal committees of Pinjore and Kalka. The petitioner allege that this has been done in violation of Article 243-P and 243-Q of the Constitution and also Section 2-A of the Haryana Municipal Act,1973. Observing that it appears to be a “strange” decision,a division bench comprising Chief Justice Mukul Mudgal and Justice Jasbir Singh issued a stay on the decision.

Also,the Bench has summoned site maps of three areas namely Kalka,Pinjore and Panchkula.
