Haryana Vidhan Sabha monsoon session begins at 11 am, heated exchanges likely on Nuh, farmers compensation

After the Question Hour, the first report of the Business Advisory Committee shall be tabled, following which the discussion on various issues shall be held during the Zero Hour.

Heated debates are likely to mar the proceedings of the Haryana Vidhan Sabha’s monsoon session that will begin at 11 am Friday with obituary references. The opposition is determined to corner the state government on various issues including Nuh violence, delayed compensation to farmers for crop-damage, unemployment and many more.

After the Question Hour, the first report of the Business Advisory Committee shall be tabled, following which the discussion on various issues shall be held during the Zero Hour.

The Opposition Indian National Congress is all set to take on the ruling BJP-JJP coalition government led by Chief Minister Manohar Lal Khattar and Deputy Chief Minister Dushyant Chautala.

During the day-long sitting of the session, Speaker Gian Chand Gupta has also approved discussion on the calling attention notice given by various MLAs on the issue of “heavy loss of life and property due to water accumulation in the districts of Ambala, Panchkula, Yamunanagar, Kurukshetra, Karnal, Kaithal, Fatehabad, Panipat, Sirsa, Sonipat, Faridabad, Palwal” during the recent heavy rain.

The legislators who have demanded the discussion include Varun Chaudhary, Bishan Lal Saini, Mewa Singh, Jabir Singh Malik, Balraj Kundu, Abhay Chautala, Ishwar Singh, Jagdish Nayar, Laxman Napa, Shish Pal Singh, Indu Raj, Jaiveer Singh, Pardeep Chaudhary, Renu Bala, Geeta Bhukkal, Kiran Choudhry, Bhavya Bishnoi, Neeraj Sharma, Harvinder Kalyan, and Shamsher Singh Gogi.

Three Bills – The Haryana Municipal (Amendment) Bill, 2023; The Haryana Municipal Corporation (Amendment) Bill, 2023; and The Haryana Development and Regulation of Urban Areas (Second Amendment) Bill, 2023 are also likely to be introduced on Friday.

Congress MLA Bharat Bhushan Batra has sought details from the state government’s urban local bodies department “on – a) the policy of the government for registration of property IDs for commercial and residential properties in municipal areas of the state; and b) if the property is owned as co-sharer/inherited in family settlement and they want to sell part or portion of property jointly or separately then the reasons for which they are not allowed to sell without obtaining separate ID together with the law under which the Government/Sub-Registrar can deny the registration of documents.”

Batra has also sought details from the urban local bodies department on Amrut scheme of the government including – name of all the works carried out under this scheme; the cost of each tender, work allotment amount of each tender, and the name of the firm to whom contract was allotted with the complete address of registered offices, besides the number of projects completed or handed over by the Urban Local Bodies Department to the respective departments and the date of completion of original allocated work and extension given.

Another Congress MLA, Neeraj Sharma, has sought details from the urban local bodies department on – “whether it is a fact that the payment of approximately Rs 1,83,83,34,657 has been made by Faridabad Municipal Corporation to Satbir Singh contractor and his various firms; the extent of the payment made to Satbir Singh contractor and his various firms together with the date on which such payments have been made and the name of the officer who made the said payments along with the details thereof; and the name of the account in which the payment has been made to Satbir Singh and his firms together with the detailed record thereof.”

BJP’s own MLA Krishan Lal Middha has sought details from the government on the number of employment fairs organised by the district employment office, Jind, during the financial years from 2021-22 to 2023-24 along with the number of the youth who got employment through the fairs and the corresponding details; and the number of youth who are eligible to avail the benefit under the Saksham Yuva Yojana of the government in Jind district along with the details of name, address and contact number”

BJP legislator Aseem Goyal has also sought details on the additional measures which are being taken by the government to prevent floods.

INLD’s MLA Abhay Chautala has sought details from the government on “the extent of premium collected by the insurance companies from the farmers under the Pradhan Mantri Fasal Bima Yojana for the Kharif and Rabi season of the years 2019-20, 2020-21 and 2022-23 together with the year-wise and insurance company-wise details; and the compensation provided to the farmers by the insurance companies for the loss of crops along with the year-wise and insurance company-wise details.

The ministers concerned shall be replying to the queries raised by the legislators of the 90-member Vidhan Sabha during the Question Hour.

The issue of communal violence that erupted in Nuh on July 31 and the subsequent demolition drive carried out by various departments of the Haryana government under the supervision of Nuh’s district administration are also likely to be raised by the opposition MLAs during the Zero Hour.

Parliamentary Affairs Minister Kanwar Pal had made it clear that the government was ready to reply to each and every query raised by the Opposition. The monsoon session will conclude on August 29.
