Haryana gets new DGP: O P Singh gets additional charge as state police chief

The development comes hours after former Haryana DGP Shatrujeet Kapur was sent on leave on Monday night.

Hours after Haryana Director General of Police (DGP) Shatrujeet Kapur was sent on leave amid the controversy over the suicide of senior IPS officer Y Puran Kumar, the state government on Tuesday appointed 1991-batch IPS officer O P Singh to the post, as an additional charge.

“The Governor of Haryana is pleased to assign the additional charge of DGP, Haryana to Sh. Om Prakash Singh, Managing Director, Haryana Police Housing Corporation, Panchkula, Director/ Forensic Science Laboratory, Madhuban and Director General (Haryana State Narcotics Control Bureau), during the leave period of Sh. Shatrujeet Singh Kapoor,” the orders issued Tuesday morning read. Singh is due to retire on December 31 this year.

A 1990-batch IPS officer, Kapur was sent on leave late Monday night. He was appointed DGP in August 2023 during the tenure of then chief minister Manohar Lal Khattar. At the time of his appointment, he superseded two IPS officers from the 1989 batch—Mohd Akhil and R C Mishra.

A family link to Sushant Singh Rajput

Originally from Namoon village in Bihar’s Jamui district, O P Singh gained attention in Haryana by introducing the concept of Raahgiri (car-free, public engagement street events) as part of an anti-drug campaign. Later, the government adopted the popular Raahgiri concept. Singh also worked as a special advisor to Khattar.

Singh is the brother-in-law of the late actor Sushant Singh Rajput, who stayed with him during his school and college years after the death of his mother. Singh sought justice when Rajput’s death became national news.

An Arts graduate, Singh joined the IPS cadre in 1992. He served as district police chief in several districts of Haryana and also served as police commissioner in Ambala-Panchkula and Faridabad, earlier serving as inspector general in Rewari and Hisar range.

From 2004‑2007, in the Union Ministry of Finance, Singh helped the government frame rules under the Prevention of Money Laundering Act. He also investigated the first case under India’s anti‑money laundering law.

From 2008‑2012, he devised and implemented the PIE or Participation, Inclusion and Excellence Model, and launched the SPAT Sports Scholarship Program under the ‘Play for India’ campaign, drawing large participation across state. He later served as principal secretary, sports department, in 2020 too.
