Haryana Civil Services officer Kulbhushan Bansal was arrested from Hisar Saturday, two days after state government suspended him following a complaint by a Dalit contractual male worker, who accused the former of sexually exploiting him at gunpoint, police said.
Hisar Additional Superintendent of Police Rajesh Kumar Mohan said Bansal was produced in a court which sent him to a one-day police remand.
The victim’s statement was recorded Friday, following which a police team led by DSP Sunil Kumar raided Bansal’s residence on Saturday and arrested him.
Earlier, the contractual worker in a Haryana department had accused Bansal of sexually exploiting him at gunpoint. The man, now employed under the Haryana Kaushal Rojgar Nigam, had also accused the officer of making casteist remarks. The alleged incidents took place in Fatehabad when the officer was posted there.
Bansal was booked under sections 377 (unnatural offences) and 506 (criminal intimidation) of the Indian Penal Code and sections of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act. The case was registered under the IPC as the incident had taken place six months ago.
The officer, who had been serving as the Hansi sub-divisional magistrate, was suspended on Thursday and attached with the chief secretary’s office.
The complainant claimed that the HCS officer had hired him as a peon on a contract.
“He used to call me for massages at his official residence. When he started doing wrong things, I refused several times, but he used to carry a pistol and threaten to sack me. Later, I filmed a video of this exploitation as evidence. I stopped going there, deciding to either die or lodge a complaint against him. I am a cardiac patient,” the worker had alleged.
Seeking action against the officer, the man had lodged a complaint with the chairman of the National Commission for Scheduled Castes, senior officers of his department, and also sent a copy of his complaint annexed with a video of the alleged assault to the Punjab and Haryana High Court chief justice, and CM’s win
