Chandigarh’s Member of Parliament and former Union minister Manish Tewari has again drawn urgent attention to five major unresolved civic issues affecting residents of Chandigarh.

In a recent meeting with UT Administrator Gulab Chand Kataria, Tewari urged him to initiate swift and decisive action to address the concerns that have remained pending for years.

The issues raised included share-wise sale of property, need-based changes in Chandigarh Housing Board (CHB) residential dwellings, ownership rights for residents living in relief and rehabilitation colonies, the abolition of lal dora in 22 urban villages, and the amalgamated problems faced by cooperative group housing societies in the southern sectors of Chandigarh. These matters, Tewari emphasised, have been hanging fire for far too long — with some dating back more than two decades.

Following up on the meeting and at the instance of the Administrator, Tewari wrote a comprehensive letter on July 8, 2025, detailing each of the five problems along with specific solutions.

In addition, he has also formally written to both the Prime Minister and the Union Home Minister, underscoring the national importance of these long-standing governance challenges.

The Congress MP has now urged the Governor to immediately constitute five separate empowered groups of officials, each including stakeholder representation, to address and resolve the pending matters in a time-bound manner. He asserted that all five issues directly fall within the governance responsibilities of the Chandigarh Administration and, therefore, must not be allowed to drag on any further.

Reiterating the urgency of the situation, Tewari stated, “The lives of the residents of Chandigarh are utterly miserable for the lack of a better metaphor due to the continued non-resolution of these problems.”
