Cops seek legal opinion to book CID officer

The Chandigarh Police have sought legal opinion to register a case on charges of abetment of suicide against an inspector posted with the CID in Haryana.

The Chandigarh Police have sought legal opinion to register a case on charges of abetment of suicide against an inspector posted with the CID in Haryana.

The case dates back to September last year when a head constable shot himself at the MLA Hostel in Sector 3. In his suicide note,he had held the CID inspector responsible for the death.

Confirming the report,Senior Superintendent of Police S S Srivastava said they have asked the legal department to look into the matter and advise if they can register a case against the CID officer. “The CID inspector had conducted an inquiry against the head constable long time ago. Can we still call it an abetment to suicide? Action will be taken against the inspector only after receiving a report,” he added.

Sukhbir Singh,posted as Malkhana Munshi at the Haryana MLA Hostel in Sector 3,had shot himself with his service revolver on September 12. His body was found from inside his barrack. Sukhbir,of the third battalion of the Haryana Armed Police (HAP) of Hisar,said in his suicide note that he was taking the extreme step after Mam Chand,a CID Inspector in Hissar,wrongly held him guilty in a departmental inquiry.

Following this,he had been demoted from an assistant sub-inspector to a head constable in the Haryana Police. He was survived by his wife and two sons.

Har Shai Sharma,Station House Officer,Sector-3 police station,said the police had initiated inquest proceedings under Section 174 of the CrPC at that time and had sent the suicide note to the forensic science laboratory for a handwriting examination,which had matched the deceased’s handwriting.
