The state rural development commissioner has issued show-cause notices to a taluka development officer,five talatis and four gram sevaks (village volunteers) in Jasdan after large-scale irregularities were reported in projects under Indira and Sardar Awas Yojanas at various villages in the taluka.
Preliminary investigations revealed that as many as 277 beneficiaries did not qualify as rural poor under the scheme.
Under the scheme,BPL (below poverty line) families and freed bonded labourers get financial aid ranging from Rs 36,000 to Rs 45,000 to construct houses and upgrade existing unserviceable kutcha houses.
Following complaints of irregularities by locals,the rural development commissioner’s office in Gandhinagar had ordered an inquiry by the Godhra district rural development officer. The inquiry report revealed irregularities in allotment of funds for 277 units of the 445 constructed at eight villages,including Devalia,Bhadali,Bhadla,Sanala,Polatpara,Sanali,Bandhani and Ajmer,in Jasdan. Of the 277 units in question,176 were constructed during 2008-2009 and 101 during 2009-2010.
The report has revealed that in many cases the beneficiaries were not listed as BPL. In some instances,the beneficiaries already had serviceable housing unit, said Rajkot DRDA director K K Vagadia. The beneficiaries under the two housing schemes were selected from a wait-list prepared from the BPL lists and approved by the Gram Sabha.
Vagadia said that based on the preliminary report,show-cause notices were issued to the then Jasdan TDO S P Goswami,assistant engineer S G Dholakia,G S Gosai,K B Dholia S V Navigata,A H Dodia A N Bavalia,D N Mehta,M R Jani,V P Doliya and V B Kumkhania.
They have been as to file their replies within 15 days.
A detailed inquiry will be ordered to check each and every case after we get their replies, Vagadia added.
