MSU board declines ex-VC’s request for time to vacate official bungalow; varsity reverts to teachers’ contract recruitment

A member of MS University’s Board of Management said they also decided to clear the service books of deans which former vice-chancellor V K Shrivastava had not signed since 2022.

Nearly a month after his resignation, the Board of Management (BoM) at MS University on Friday turned down a request by former vice-chancellor V K Shrivastava seeking three months’ time to vacate his official bungalow. The decision comes even as a petition is pending before the Gujarat High Court challenging Shrivastava’s February 2022 appointment to the post.

MSU also resolved to reintroduce the five-year contract system for selected teaching staff that had been discontinued since Shrivastava’s appointment. A member of the BoM said they also decided to clear the “unsigned” service books of deans. The BoM was chaired by Chancellor Shubanginiraje Gaekwad.

Speaking to The Indian Express, a member said, “The BoM resolved that in the upcoming academic year, advertisements will be issued to recruit teachers under Contractual Education Services (CES) for a period of five years with a pay bracket of Rs 50,000-60,000, which had been introduced by V-C Parimal Vyas earlier, and suspended since 2022 when Shrivastava took over. It would attract teachers to the institute and help streamline the process.”

“Since Shrivastava did not sign the service books of deans, thereby withholding increments for no reasonable cause since 2022, the current in-charge V-C would promptly sign the service books and resolve the pending issue across all faculties… It has also been resolved to work on the Career Advancement Scheme (CAS) for professors and teaching staff, who have been denied promotions for the last two years,” the member added.

The BoM also served him a notice to vacate the official bungalow by February 8 when the new Vice-Chancellor will be appointed. “Along with that, he has been asked to also surrender electronic gadgets and services extended to him as V-C of the University. It is a usual practice that an outgoing V-C is given some time to vacate the bungalow, up to one month. Since Shrivastava resigned on January 8, he has already been granted a month to complete the formalities,” the member said.

The BoM comprises the Chancellor, Vice Chancellor, Registrar as member secretary, two selected deans of faculties, head of one department, a teacher nominated by the chairperson, four teachers nominated by the chairperson who are not principals or directors of a recognised institution, an eminent expert from an institute or organisation of national importance nominated by the chairperson, and an industry representative.

The Gujarat High Court is hearing arguments on the question of whether Shrivastava can use his tenure as Vice-Chancellor of MSU for his future applications, as he had resigned pending a petition that challenged his eligibility for the post.
