In a bid to give fresh impetus to Chief Minister Narendra Modi’s ambitious project of Aapno Taluko,Vibrant Taluko (ATVT) for improving the state administration through maximum delegation of powers to the taluka administration,the state government has decided to form a high-level committee headed by Finance Minister Vaju Vala.

Reportedly unhappy about the scheme’s progress,the CM had instructed the administration to come out with a new plan to rejuvenate the programme,which was launched in May last year.

While launching the programme,Modi had said, “ATVT is Gujarat’s initiative to empower all the 225 talukas in the state and it will serve as a path-finder to the nation in decentralization of power.”

Under the scheme,new Jan Seva Kendras (JSK) were planned to provide more than 150 services at the taluka level,which are otherwise available only at the district or state levels.

A senior state government official said the CM had expressed total dissatisfaction for the poor implementation of the scheme after reviewing it in the cabinet meeting. It was found that hardly any department had delegated actual powers,though panchyat and revenue departments had done it partially,the official said.

“Though Jan Seva Kendras are now functional in almost all 225 talukas,we have not started providing services to people. Even today,a BPL person has to come to the district office for collecting financial or any other relevant assistance. All talukas were supposed to provide single-window service,” sources said.

The new committee is reportedly working out a new model.
