The IIM-A students have suggested several new steps that the Centre can take up to make life better for the people of this country. According to Prof Anil Gupta of the institute,policy making is often given a lot of stress,but institutional capacity is seldom matched with the policy needs. As such institution building was recommended as an important goal for empowerment of the poor in the policy recommendations to the Centre drafted by IIM-A students.
The points include
* Setting up of PURA-corporations at the district levels with the district collector as the joint CEO and a professional chief executive to run it full time,along with a review of their progress against well defined success indicators
* A complete overhaul of the water conservation policies
* Time study to benchmark a government officials efficiency in processing an application
* Social recognition for honest government officials by publishing a monthly Honour List
* Whistle Blower Protection to provide security to honest officials
* Creation of a centralised database to indicate file movements in government departments to track points where transfer is delayed
* Poverty alleviation schemes should be customised according to the problems and competencies of the respective regions
* Reduction in information asymmetry in public departments
* Regional employment and poverty alleviation schemes should be integrated with regional PURA clusters in order to avoid duplication of efforts
* School vouchers should be issued to poor parents to empower them to select a school of their choice for their children
* Resources and recognition should be made available to unrecognised schools
* An Education Regulatory Authority of India like AICTE,UGC should be established
* Make it voluntary for college-going students to devote fixed hours for teaching poor children
* Create an online education portal by creating a rich database with the help of faculty from eminent institutes
* Creation of a knowledge hub by way of the Stakeholder Model
* To establish a national level organisation to integrate all R&D activities in all laboratories across the country for better results
* Introducing a package of essential health services
* Encourage social or private insurance for services outside the essential package
* Norms should be decided to exclude the wealthy from subsidised healthcare services; having a national essential drug list
* A fixed percentage of corporate hospitals earning from health tourism can be diverted towards creating facilities for the poor; a special tax rebate can be introduced for NRIs on their in-country income
* The age-wise pendency of cases at all judicial levels should be monitored by a higher authority
* Imposing a time-frame for various categories of litigations
* Upward revision of court fees to prevent rich litigants from consuming most of the courts time
* High security deposit to deter contestants who follow disruptive brand of politics
* Person contesting from two seats should bear the cost of election for the seat vacated or the second rank person should get the seat if he polls more votes than a certain minimum percentage
* Audit of expenditure by professional CAs; defaulters should be made to pay hefty fine along with other punishments
* The corporate concept of Performance Matrix should be imbibed to measure the actual performance of the ruling party
* Voters registration costs should be brought down and preferential voting can be implemented. If over 50 per cent votes are negative,candidates should be debarred
* Bureaucrats can be directly recruited from traiing schools
* A 360 degree review system to reassess the performance of government servants by their subordinates,bosses,peers and citizens
* Balance Scorecard system for reviewing the performance of government organisation
* Village panchayats to be modified and developed into Community Development Centres
*One activity in each village/region to be promoted
* Food should be locally procured for public distribution system; PDS to be controlled using coupon system akin to the one used in Andhra Pradesh and
Karnataka
* Connecting innovations at grassroots by a Knowledge Network to deal with poverty
