He directed the district officials to create a system whereby the problems of common people are resolved at their level and they don't have to come to the SWAGAT platform at all.

“Systems are permanent and not the people or their positions”, Chief Minister Bhupendra Patel asserted on Friday as he warned against corrupt practices at a conference with collectors and district development officers (DDOs).

“Multiple interpretations of circulars and notifications by the government in various districts”, which officials say, “could be indicative of corrupt practices”, were among the issues that the Chief Minister raised, as per a government statement.

“Circulars or rules of the government should not have different interpretations in the districts. If there is some work that cannot be done as per the rules, then clear reasons should be stated as to why it cannot be done”, the statement quoted Patel as saying.

He directed the district officials to create a system whereby the problems of common people are resolved at their level and they don’t have to come to the SWAGAT platform at all.

The SWAGAT (State Wide Attention on Grievances by Application of Technology) is a state-level grievance redressal interface presided over by the Chief Minister once a month.

He also asked officials to conduct frequent field visits to take stock of complaints and representations. “Along with it, get feedback on the behaviour and conduct of the officers and employees and let us actively move towards good governance,” he said.
