The Gujarat Assembly Thursday passed a resolution requesting the state government to make an effective representation to the Centre for getting assent of the Governor or the President in “specific time” for the bills passed by it.

The resolution, introduced by BJP MLA Ramesh Maheshwari, was strongly opposed by the Congress MLAs who said it was “an attack on the Constitutional framework of democracy”.

“Some of the bills were held up only because there is BJP government and Narendra Modi is the Chief Minister,” Minister of State for Parliamentary affairs and Law Pradeepsinh Jadeja said during the discussion on the resolution.

Congress’s chief whip in the House Balwantsinh Rajput opposed the resolution. “Sometimes laws were enacted with the strength of majority in Assembly to which many members had expressed their opposition. And Constitution has provided a safeguarding mechanism where Governor or President can refuse to give assent,” Rajput said.

Following the discussion, the resolution was put to vote and passed by majority vote.
