New GST Rates Cut in India 2025 Highlights: Casino operators in Goa worry that 40% Goods and Services Tax (GST) levy on casinos would significantly hamper the industry, leading to a decline in footfall at casinos, impediments to fresh investment and a potential threat to “thousands of jobs”. Casinos earlier came under the 28% GST slab on the full face value of bets.

Earlier on Wednesday, Finance Minister Nirmala Sitharaman announced that the GST Council had decided to move to a two-tier rate structure. Effective September 22, the GST structure will have two slabs of taxes: 5 per cent and 18 per cent. Sitharaman said that life and health insurance policy premiums will no longer attract any GST. Sin goods such as tobacco and tobacco-related products such as cigarettes have been slapped with a 40 per cent levy.

Modes of commute, two-wheelers, cars will also become cheaper. GST rate reductions on electronic appliances such as Air conditioners, televisions, washing machines will also be seen.

GST New Rates in India LIVE Updates: GST cut on cement to lower cost of infra projects, say industry players

"The government has taken a landmark decision to reduce GST on critical construction materials such as cement. The rationalisation is expected to boost the development of infrastructure, and serve as a catalyst towards economic growth," said Kavita Shirvaikar, Managing Director (MD), Patel Engineering.

A spokesperson of IRB Infrastructure Developers said the proposed reduction on key inputs will provide a significant boost to the road sector, lower construction costs and improved cash flows will strengthen the financial health of developers.

Echoing similar views, Vimal Kejriwal, MD, KEC International, said the reduction in GST on cement is expected to unlock working capital, improve cash flow efficiency and accelerate project delivery timelines.

Combined with the government's ongoing infrastructure push, the reform is likely to stimulate private sector capital expenditure and attract greater investments into the sector, he said.

Sorab Agarwal, Executive Director at Action Construction Equipment Limited (ACE), said the reduction in GST on key building materials is expected to significantly ease input costs, accelerate project execution, and provide much-needed momentum to the sector.

"Separately, the reduction of GST on agricultural equipment from 12 per cent to 5 per cent is a landmark decision that will directly benefit farmers and the rural economy," he said Nagendra Nath Sinha, MD, Rodic Digital & Advisory, said: "With cement and steel forming nearly 40-45 per cent of project costs, this change (GST reduction) will cut material tax burden by about 10 per cent. Such savings will make projects more viable, accelerate execution, and boost participation in public-private partnerships."

Leading consumer electronics maker Sony India on Friday said it will pass on the 8-10 per cent benefit of the GST reduction on TV sets to consumers and expects up to 10 per cent pick up in the demand, its Managing Director Sunil Nayyar said.

Sony India, a leading player in the rapidly evolving smart premium TV market in the country, expects a boost in consumption and is stepping up its marketing initiatives to capitalise on the momentum, he said.

The company, with a significant price advantage after GST reduction, will capture the positive consumer sentiment in the festive season sales, which has already started from South with Onam.

"With the GST reduction, we are hopeful that the entire benefit, ranging from 8 to 10 per cent, will be passed on to the consumers. The Gem and Jewellery Export Promotion Council (GJEPC) on Friday said GST reforms have brought significant relief to the diamonds and jewellery sector.

The government's decision to exempt imports of natural cut and polished diamonds up to 25 cents under the Diamond Imprest Authorisation Scheme (DIAS) from IGST (previously 18 per cent) will ease working capital pressures and support manufacturers and exporters engaged in small-diamond processing, it said.

In addition, the reduction of GST on jewellery boxes from 12 per cent to 5 per cent will lower costs for retailers and exporters, while making packaging and gifting more affordable for consumers - benefiting both businesses and buyers alike.

"These measures will stimulate domestic demand and provide a cushion to our export supply chains, which are under pressure due to global challenges," GJEPC Chairman Kirit Bhansali said. (PTI)

The reduction in GST on cement from 28 per cent to 18 per cent is expected to be a game-changer for the sector, according to a sector report by Nuvama Institutional Equities.

The sector received a major boost with the announcement of reducing GST on cement from 28 per cent to 18 per cent. Nuvama report says it will lower consumer costs and improve affordability in the near term.

"In the near term, we forecast most benefits from price cuts shall be passed on to consumer" noted the report. The report also adds that this will limit the scope of any price hikes in the short term.

"Given cement demand is largely inelastic with reference to prices, we do not foresee any material uptick in demand due to these cuts" It adds the real advantage lies in the medium term, where better affordability can accelerate premiumisation and strengthen market share for big players. (PTI)

GST New Rates in India LIVE Updates: Cess 'slitting throat of federalism', says Derek O'Brien

Trinamool Congress Rajya Sabha leader Derek O'Brien on Friday said the cess going to the Centre is "slitting the throat of federalism", and noted that several states have voiced concern over the shrinking divisive pool of tax revenues.

In a blogpost, the TMC Rajya Sabha Leader said, "In all the hoopla about GST, the four-letter word which is slitting the throat of federalism is CESS".

"Funds collected as cess go 100 percent to the Union government. Not a rupee is shared with the State governments," he said.

O'Brien said in 2012, cess formed 7 per cent of the Union government's total tax revenues, while in 2025, cess is estimated to be about 20 per cent of the Union government's total tax revenues.

He said Rs 5.7 lakh crore of cess and surcharge has been lying unutilised since 2019.

"22 states, including many ruled by the BJP, had protested against the shrinking divisible pool. These states asked the 16th Finance Commission for a larger share of tax collections - currently 41 per cent, to be raised to 50 per cent," he said.

"As per RBI, the divisible pool has shrunk from 89 per cent of gross tax revenue in 2011 to 79 per cent in 2021. This, despite the 10 per cent increase in tax devolution to states as recommended by the 14th Finance Commission," he said.

The TMC leader added that between 2015 and 2024, cess (in operation) has increased by 462 per cent (over Rs 2 lakh crore).

The State Bank of India (SBI) in its latest research report said that reforms in GST through reduction in rates will cause a minimal revenue loss of Rs 3,700 crore.

The government estimates the net fiscal impact of GST rates rationalisation will be Rs 48,000 crore on an annualised basis.

According to the report, given the growth and consumption boost, the minimal revenue loss is estimated at Rs 3,700 crore and will have no impact on the fiscal deficit.

56th GST Council Meeting Today’s Outcome Live News Updates: Sensex, nifty rally in early trade

Sensex and Nifty rallied in early trade on Friday, buoyed by GST rate cuts announcement and a positive trend in global markets.

The 30-share BSE Sensex climbed 318.55 points to 81,036.56 in early trade. The 50-share NSE Nifty rallied 98.05 points to 24,832.35.

From the Sensex firms, Mahindra & Mahindra, Trent, Tata Motors, Asian Paints, Power Grid, and Reliance Industries were among the gainers.

ITC, Hindustan Unilever, NTPC, and Sun Pharma were among the laggards.

Common use items from roti/paratha to hair oil, ice creams and TVs will cost less, while tax incidence on personal health and life insurance will be brought down to nil after the all-powerful GST Council on Wednesday approved a complete overhaul of the tangled Goods and Services Tax (GST) regime.

The GST Council approved limiting slabs to 5 per cent and 18 per cent, effective from September 22, the first day of Navaratri.

In Asian markets, South Korea's Kospi, Japan's Nikkei 225 index, Shanghai's SSE Composite index and Hong Kong's Hang Seng traded in positive territory.

US markets ended higher on Thursday.

Foreign Institutional Investors (FIIs) offloaded equities worth Rs 106.34 crore on Thursday, while Domestic Institutional Investors (DII) bought stocks worth Rs 2,233.09 crore, according to exchange data.

Global oil benchmark Brent crude dipped 0.18 per cent to USD 66.87 a barrel.

On Thursday, the Sensex settled 150.30 points or 0.19 per cent higher at 80,718.01, and the Nifty ended marginally higher by 19.25 points or 0.08 per cent at 24,734.30

The GST rate rejig, which will bring down tax rates on essential household items and services, may help moderate retail inflation by 65-75 basis points in the next fiscal, SBI Research Report said on Thursday. "Since the GST rate of essential items (around 295 items) has declined from 12 per cent to 5 per cent/NIL, the CPI inflation in this category may also come down by 25-30 bps in FY26 after considering a 60 per cent pass-through effect on food items," the SBI Research Report said.

"Apart from this, the rationalisation of GST rates of services also leads to another 40-45 bps reduction in CPI inflation on other goods and service items, considering a 50 per cent pass-through effect. India’s GST reboot brings clarity, and relief. The tax slabs have been streamlined to just 5% and 18%, with luxury and “sin” products now attracting 40%. Importantly, individual life and health insurance premiums now carry zero GST, down from 18%.

The revised rates will come into effect from September 22, and is expected to leave consumers with more money in their pockets as tax on utility items found in almost every Indian home, from utilities to packaged food to utensils have seen taxes cut from 18% to 5%. If this is passed on in its entirety, the consumers can expect to see a significant reduction in their monthly bills.

Moreover, taxes on white goods such as dishwashers and air conditioners are rationalised from 28% to 18% as is the tax on entry-level cars and two-wheelers. This is expected to bring down the costs of these aspirational products and make them more attractive to people. A car worth ₹8 lakh comes with a tax of ₹2.24 lakhs at 28%. A 10% reduction in GST means savings of ₹80,000. This is a very significant price difference for consumers and has the potential to boost four-wheeler and two-wheeler sales in India.

The most significant change is in health and life insurance, with GST rates reset to zero from the previous 18%. Insurance in India is still underpenetrated. Many hesitate to buy adequate cover because of lack of awareness. With hospitalisation costs going up, insurance is no longer optional but essential. Removing GST may encourage first-time buyers and make a family policy affordable for many.

Earlier, someone buying a ₹20,000 annual health policy would shell out an extra ₹3,600 as taxes. Removing this tax can make protection cheaper and more affordable. If insurers pass on the benefit, that’s around ₹3600 saved each year, or about ₹36,000 over a decade. These savings can bolster an emergency fund or pay for extra cover.

Kerala is expected to see an annual revenue loss of Rs 8,000 crore to Rs 10,000 crore due to Goods and Services Tax (GST) rate cuts, state Finance Minister K N Balagopal said on Thursday.

While making it clear that the state supports the GST rate cuts that will reduce prices, the minister said the central government should ensure that the rate cut benefits are passed on to the common people.

On Wednesday, the GST Council approved a two-rate structure -- 5 and 18 per cent -- from the current four slabs -- 5, 12, 18 and 28 per cent.

At a media briefing in the national capital, Balagopal said compensation should be provided for states but the issue was not taken seriously during the GST Council meeting.

The state is expected to see an annual revenue loss of Rs 8,000 crore to Rs 10,000 crore due to the GST rate cuts, he said.

The Tamil Nadu government on Thursday welcomed the Centre's Goods and Services Tax rate rationalisation reforms, including exemption of individual life insurance and individual health insurance services, but expressed concerns for the protection of the state's revenue.

State Finance Minister Thangam Thennarasu suggested either to continue the present dispensation of Cess provision through constitutional amendment or to increase the bound rate of tax only for sin and luxury goods through GST Act amendment.

Participating in the 56th Goods and Services Taxes (GST) council meeting in New Delhi on September 3, the Minister emphasised that the report of Committee of Officers on Integrated GST Settlement needed to be implemented in toto for streamlining the IGST settlement process and the GST Council agreed to implement the same before the end of December 2025.

“The Minister welcomed the automated mechanism for sanction of provisional refunds for exports and inverted duty structure and supported the simplified registration mechanism for small and low risk businesses to enable ease of doing business,” an official release here said.

With the GST council approving a complete overhaul of GST rates last night, the Congress on Thursday questioned the existence of the GST Council, calling it a "mere formality."

His comments come after the new GST slabs were announced late Wednesday by Finance Minister Nirmala Sitharaman. In a post on X, Congress general secretary Jairam Ramesh said:

"The Union Finance Minister made significant announcements yesterday evening following the meeting of the constitutional body, the GST Council. However, even before the GST Council meeting, the Prime Minister had already outlined its decisions in his Independence Day speech on August 15, 2025. Has the GST Council now been reduced to a mere formality?"

Ramesh also called the overhaul of recent GST reforms as 'GST 1.5', saying that the real GST 2.0 is still awaited.

"Yesterday’s announcements grabbed headlines because the Prime Minister had already set a pre-Diwali deadline. It is believed that the benefits of rate reductions will reach consumers. However, the real GST 2.0 is still awaited.

He also said that only time will tell if these reforms would stimulate private investment and reduce burden on MSMEs.

"Whether this new GST 1.5 (if it can be called that) will encourage private investment, particularly in the manufacturing sector, remains to be seen. Whether it will reduce the burden on MSMEs—only time will tell."

Ramesh also said that Congress has long advocated for GST 2.0—one that reduces the number of tax rates, lowers tax rates on widely consumed goods, minimizes tax evasion, misclassification, and disputes, eliminates the inverted duty structure (where inputs are taxed higher than outputs), reduces the procedural burden on MSMEs, and expands the scope of GST.

The Congress secretary also said that a key demand of the states made in the true spirit of cooperative federalism, namely, extending the compensation period for another five years to ensure full revenue protection—remains unresolved. In fact, the importance of this demand has only increased following the rate reductions.

The Goods and Services Tax (GST) Council, in its 56th meeting which lasted over 10 hours Wednesday, cleared the next-generation reforms under the eight-year old indirect tax regime. This effectively paves the way for a broad two-slab structure of 5 per cent and 18 per cent with a demerit rate of 40 per cent rate only for super luxury, sin and demerit goods.

The aim: lower tax burden on common people with sweeping rate cuts and reduction in GST slabs, ease blocked working capital, and facilitate ease of doing business with automated refunds and registration process.

All the rate changes, except those for tobacco and tobacco-related products, will come into effect from September 22, the first day of Navratri, said Union Finance Minister Nirmala Sitharaman who chaired the meeting that was attended by ministers from 31 states and Union Territories.

Popular soft drinks, such as Coca-Cola and Pepsi, along with other non-alcoholic beverages, will become costlier, with the GST Council on Wednesday approving a hike in tax rate on carbonated beverages to 40 per cent from 28 per cent at present.

As part of the reforms of the Goods and Services Tax (GST), the council increased the rate on carbonated beverages of fruit drink or carbonated beverages with fruit juice to 40 per cent from 28 per cent.

The council also hiked the GST rate on caffeinated beverages to 40 per cent from 28 per cent.

Other non-alcoholic beverages will also become costlier, as the GST rate on these items has been increased to 40 per cent from 18 per cent.

The GST council has also raised the rate on all goods (including aerated waters), containing added sugar or other sweetening matter or flavoured to 40 per cent from 28 per cent.
