Maharatna, navratna, mini-ratnas — of 172 Independent Directors on 98 Public Sector Undertaking boards, as many as 86 have links to the ruling party, an Express Investigation shows. Many are Independent Directors in firms under the Ministry they worked in. The IAS dominates the beneficiary pool.
