In a report submitted to Ministry of Home Affairs, the Nagaland government has said the mob that lynched Syed Sharif Khan “outnumbered the police force” as only 300 policemen were deployed in the City Tower Area. The state government said a “several thousand-strong crowd comprising school and college students” had gathered to protest, and admitted that the “district administration and police failed to maintain peace and order and to protect the accused in judicial custody”.

“Identification of ring leaders and analysis of video and photographic footage has started”, the state said, adding that the police had to exercise maximum restraint since a large number of minors were part of the crowd. The report also said that afterwards, the crowd marched towards the office of Dimapur Municipal Council and demanded that the state administration stop issuing trade licenses to illegal immigrants from Bangladesh.
The MHA has asked the state to identify the source of the mass messages that claimed Khan was an illegal Bangladeshi immigrant.
