The Uttar Pradesh government decided to implement strict restrictions across the state on weekends to check the spread of coronavirus, joining Karnataka and Tamil Nadu which have been imposing Sunday lockdown.
Assam, Arunachal Pradesh, Meghalaya and Bihar were among the states that have already announced area-wise lockdown for different durations.
Karnataka government has now announced a complete lockdown in Bengaluru for seven days from July 14.
Tamil Nadu Chief Minister K Palaniswami extended the curbs in Madurai and nearby regions including the Paravai Town Panchayat and several village panchayats till July 14.
The Maharashtra government had earlier announced a comprehensive lockdown in Pune and Pimpri-Chinchwad from July 13-23. The state government had imposed similar curbs in areas around the state capital Mumbai.
However, there have been some positive developments in Delhi where the COVID-19 case count on Sunday remained below the 2,000-mark for the second consecutive day. And with the recovery rate improving to nearly 80 per cent, authorities have for now put on hold plans to use stadiums as makeshift coronavirus care facilities.
In the last 24 hours, the national capital has recorded 1,573 fresh coronavirus cases, taking the tally to 1,12,494 in the city, while the death toll mounted to 3,371 after 37 fatalities were reported.

Tamil Nadu recorded 4,526 cases of COVID-19 on Tuesday, taking the state’s overall tally to 1,47,324. Of the total cases, 1,078 were in Chennai, the city has reported 79,662 cases till date.
As many as 4,743 patients were discharged following treatment and 67 deaths were reported. With today’s fatalities, the state’s death toll rose to 2,099. Among the deceased, 65 had comorbidities.

The infection continued to surge in other districts in the state. Madurai reported 450 cases, Thiruvallur recorded 360 fresh cases followed by Virudhunagar with 328. Chengalpattu reported 264 cases and Vellore 194.
Tripura Tuesday announced a fresh lockdown in the border villages and towns of the state, to prevent the spread of Covid-19.
Speaking to reporters at the state secretariat Tuesday evening, Law Minister Ratan Lal Nath said, "The restrictions will be in force in areas within one km from the nearest Indo-Bangla International border in rural areas and in areas half km away from the border in urban areas.”
Tripura's capital city Agartala has the international border less than half a km away, and will be covered under the new restrictions.
Nath said emergency services like medical shops, groceries and milk vans will be allowed. People are to confine themselves at home and move out only for medical emergencies or other severe necessities.
These border lockdown restrictions will continue for a week, after which the government will assess the situation.
The government has also stressed on extensive sample collection and testing through primary health centres (PHC) and community health centers (CHC) spread across the state.

Several MPs who attended parliament's PAC meeting last week have gone into home quarantine after a Lok Sabha Secretariat official attached to the committee tested positive for COVID-19, sources said on Tuesday. As many as 17 MPs attended the Public Accounts Committee meeting on July 10. Rajiv Mehrishi, the Comptroller and Auditor General of India (C&AG), was also present in the meeting. An official of Lok Sabha Secretariat, attached with PAC, who attended the panel meeting tested positive for COVID-19, the sources said. When contacted PAC Chairman Adhir Ranjan Chowdhury confirmed that an official was found to be positive for coronavirus. According to the sources, Lok Sabha secretariat officials informed the members about the official and requested them to take necessary precautions. Thereafter, several MPs went for home quarantine of seven days, the sources in the Secretariat said. When asked, BJD MP Bhartruhari Mahtab, a member of the panel, said he was in self-quarantine.
The West Bengal government on Tuesday extend the total lockdown in containment zones till July 19. According to a notification by the Home Department, the rigorous containment in these areas would be extended from July 15 to July 19. These zones are located in and around Kolkata, besides Jalpaiguri, Malda, Cooch Behar, Raiganj and Siliguri, it said. The total lockdown was enforced in the containment zones from 5 pm of July 9 to stem the spike in COVID-19 cases.

Maharashtra's COVID-19 tally rose to 2,67,665 on Tuesday with the addition of 6,741 new cases, state health department said. With 213 new deaths in a day, the fatality count increased to 10,695, it said.
Punjab cabinet minister Tript Rajinder Singh Bajwa tested positive for the novel coronavirus on Tuesday, the first minister in the state to contract the infection, a health official said. The Rural Development and Panchayats minister had undergone a COVID-19 last Friday after his department's director tested positive for the disease. The samples of Bajwa, who is also the higher education minister, were collected for the second time after the first report had come negative on Saturday. "He (Bajwa) has tested positive for coronavirus," Health Department Director Avneet Kaur said here. "His samples were collected again on Tuesday and his report confirmed him to be positive."
Kerala's daily covid cases jumps to 608 on Tuesday, the highest single day hike so far with 396 cases of Local transmission, the state government has deputed IAS officials to all 14 districts to help the districts.
Eight people who allegedly indulged in black marketing of emergency drugs used for COVID-19 patients were taken into custody in Hyderabad on Tuesday. Based on specific information, police teams nabbed the eight, who were black marketing generic versions of Remdesivir and other drugs which are being used as anti-viral medicine for COVID-19 patients, Hyderabad Commissioner of Police Anjani Kumar told reporters. Police seized 51 Remdesivir 100 mg injections among other drugs besides Rs 55,000, from the possession of the arrested persons who are into surgical business, medical agency and medical distributor. The total worth of the seized items including cash was put at Rs 35.5 lakh, police said. Those arrested had formed a group and started black marketing of emergency drug for COVID-19 patients to earn easy money illegally and sold it at higher prices, they said. (PTI)
Union Minister Jitendra Singh on Tuesday said he has gone into self-quarantine, after Jammu and Kashmir BJP chief, who had accompanied him to an official tour, tested positive for coronavirus. Singh, Minister of State for Personnel, had visited the house of his party colleague Waseem Bari, who along with his father and brother were shot dead by terrorist in North Kashmir's Bandipora last week. Singh, who is also a doctor, was accompanied by Raina, BJP general secretary Ram Madhav and other leaders during the visit to Bari's residence.
All government offices, except those providing essential services and banks, markets and shops would remain closed during weekends -- Friday 10 pm to Monday 5 am across Gautam Buddh Nagar, officials said on Tuesday.
District Magistrate Suhas L Y said new guidelines have been issued by the Uttar Pradesh government with respect to weekend restrictions and they will be applicable in Gautam Buddh Nagar henceforth, according to an official statement. During the period, special drives would be carried out at the district level for sanitation, water supply and door-to-door surveillance by local health department teams to check the spread of COVID-19 and other vector-borne diseases.

The number of COVID positive cases among the Maharashtra police force reached 6393 on Tuesday, of whom 82 cops have till now succumbed to the disease. Of the 6393, 5099 have till now recovered and 1212 remain active cases. The number of cases among the two-lakh strong force has risen by 680 over the last one week and 11 more deaths have been reported in the same period. With lockdown being imposed in many jurisdictions across the state, a major chunk of police force will be deployed on the ground for its enforcement.
Jammu and Kashmir BJP president and former Nowshera MLA, Ravinder Raina was on Tuesday tested Covid positive. Party sources said that his sample for COVID test was taken at the airport here on Monday after he returned to Jammu by air from Srinagar. Raina had gone to Kashmir following the killing of a senior BJP leader Wasim Bari, his father and younger brother by militants last week. Sources said that he had stayed in the Valley for nearly a week attending the deceased’s nimaz-e-Janaza. On Sunday also, he accompanied Union Minister Jitendra Singh and BJP National General Secretary Ram Madhav with party’s J&K incharge and sitting MP Avinash Rai Khanna to the residence of deceased party leader to offer their condolences.
In his briefing,ICMR DG Balram Bhargava confirmed that COVID-19 is a droplet infection and said, "there has been hypothesis & suggestions by several scientists that there may be some airborne transmission with microdroplets (less than 5 microns in size," he said adding that physical distancing & use of masks remains important.
The Health Ministry on Tuesday assured that there has been progressive decline in daily growth rate of new COVID-19 cases and that the total recovered cases of COVID-19 are about 1.8 times the number of active cases. It also said that eighty-six per cent of total active cases of COVID-19 are in 10 states, right now.
Addressing a presser, The ICMR Chief Balram Bhargava said that there are 2 Indian indigenous candidate vaccines. 'They have undergone successful toxicity studies in rats, mice and rabbits. Data was submitted to DCGI gollowing which both these got clearance to start early phase human trials early this month,' he said adding that these candidate have got their sites ready and they are doing their clinical study on approximately a 1000 human volunteers each at different sites.

The Bihar government on Tuesday announced complete lockdown in Bihar from July 16-31. The announcement was made by Deputy Chief Minister Sushil Kumar Modi. The state on Tuesday recorded the worst single-day spike of 1,432 Covid-19 cases pushing the tally to 18,853, said the state health department.
During a hearing on regulation of Covid-19 treatments at private hospitals, advocate Harish Salve claimed insurance companies were driving the paranoia as they didn't want to pay in full.
Punjab Chief Minister Captain Amarinder Singh said Tuesday that people visiting the state for less than 72 hours would be exempt from mandatory home quarantine, and would only need to submit a formal undertaking at the border check post. Singh said the decision was taken keeping in mind students wishing to come for examinations or business travelers etc, whose stay in the state is less than 72 hours from the time of their arrival.
Biophore India Pharmaceuticals, a city-based firm, has received license from the Drug Controller General of India (DCGI) to manufacture Favipiravir, an active pharmaceutical ingredient (API), used in the finished formulation to treat mild to moderate COVID-19 cases. Besides DCGI's nod to produce the drug in India, it has been cleared for exports as well. It also received approval in Turkey to export the API in collaboration with a local partner and additionally, the company is in talks with several Indian partners to commercialize the product in India and with Bangladesh and Egypt-based companies for its export, Biophore India said.
Days after a photo of a body of a Covid-19 patient being carried in an autorickshaw with the head and legs protruding from the vehicle drew criticism on social media, the medical superintendent of the Nizamabad Government Hospital in Telangana resigned from his post on Monday. Dr Nageshwara Rao told The Indian Express he felt morally responsible for the incident. “It weighed on conscience and I was feeling guilty. A government doctor in Singrauli district has been booked for impersonation, after he sent the sample of his wife for a Covid test in the name of their domestic help, in the hope that it will help him conceal his unauthorised absence from work. Posted at Khutar health centre, the doctor had gone to Ballia in Uttar Pradesh to attend a wedding in the last week of June. When he returned, his wife developed Covid symptoms and he sent her sample for testing but used the identity of a woman who worked at the health centre as well as his home. Read more here
Vadodara BJP leader and former chairman of the Vadodara Municipal Corporation, Yogendra Sukhadia passed away earlier this morning at the age of 65. He had tested positive for Covid-19 and was treated and discharged from a private hospital last week. However, health officials told The Indian Express Sukhadia developed symptoms again last night and was rushed to a hospital where he passed away.
"We think he was still positive although he had turned asymptomatic and was discharged as per policy. He showed symptoms again and passed away last night. We are ascertaining details of his comorbidities," Vadodara Health Officer Devesh Patel said.
Outsourced employees of Gandhi General Hospital including sanitation workers, security guards, and those in patient care, have boycotted their duties to stage a day-long protest at the hospital. Gandhi hospital is Telangana’s nodal center for treatment of COVID-19 cases. Under the banner of Telangana United Medical and Health Employees Union, the workers affiliated to different unions, like CITU, AITUC, INTUC, and BMS etc, have called for a day-long protest to gain attention of the state government in addressing their long pending demands. The usefulness of hydroxychloroquine (HCQ) in Covid-19 has been controversial, without clarity or clear evidence one way or the other, until very recently. A study on more than 2,500 patients in six units under the Henry Ford Hospitals group in Detroit, Michigan, USA, peer-reviewed, accepted and ready for publication in the International Journal of Infectious Diseases, has found good evidence that HCQ reduces Covid-19 mortality significantly. It should be noted that conditions apply.
HCQ is obviously not a panacea for severe cases of Covid-19. Given early, it helps reduce mortality by about half, compared to those not given HCQ. In India the drug is widely available and not expensive. A number of Indian states have already incorporated a short course of HCQ in their Covid-19 treatment protocol, and states that have not done so will do well to implement this quickly. Read more here

Continuing its remarkable turnaround in the progression of novel Coronavirus epidemic, Delhi, on Monday, reported less than 1,000 new infections, the first time this has happened since June 1. There has been an impressive improvement in the Coronavirus situation in Delhi in the last two weeks. Ever since June 23, when Delhi reported as many as 3,947 new cases in a single day, the daily numbers have been steadily going down. Sensex opened 300 points lower on Tuesday, tracking global cues. Global markets are in the red amid escalating US-China tension and rising Covid-19 cases. The Sensex at 10 am was trading 277 points lower at 36,416.07 while the broader Nifty was 79 points lower at 10,723.35. In India, Covid-19 cases have breached the 9 lakh mark.
India now has 9,06,752 cases of the novel coronavirus. This includes 3,11,565 patients being treated for the disease, 5,71,460 who have been cured and 23,727 fatalities. In the last 24 hours, 28,498 new cases and 553 deaths were reported from across the country, the Union Health Ministry has stated.
Bengaluru goes into lockdown from 8 pm tonight till 5 am on July 22. During this lockdown, only essential services will be allowed to operate. This includes stores selling essential items, which will remain open between 5 am and 12 pm everyday. According to the guidelines issued by the Karnataka government on Monday, air and rail services will operate as per schedule. Delhi conducted roughly 2 lakh RT-PCR and 3 lakh rapid antigen tests for Covid in the past month — with the former throwing up a positivity rate of 30.5%, and the latter considerably lower at 6.5% — data accessed by The Indian Express shows. The overall positivity rate for the city during the past month was 14.57%. The accuracy of RT-PCR tests is 70%, that of antigen tests is around 40%.

Bollywood actor Sara Ali Khan’s driver has tested positive for coronavirus. However, the actor, her family and other staff members have tested negative for COVID-19. Sara took to Instagram to share the news.
She wrote, “I would like to inform you that our driver has tested positive for Covid-19. The BMC was promptly alerted about it and he has been moved to a quarantine centre. My family, the other staff at home and I have all been tested negative and will take the necessary precautions.”

With close to 1,500 active coronavirus patients, Capital Lucknow has emerged as the biggest Covid hotspot district in Uttar Pradesh leaving behind Ghaziabad. On Monday, it reported 196 more cases, the highest in the state for the third straight day. Till date, Lucknow has reported 5,123 cases – 14 per cent of the state’s caseload – and 33 deaths. At least 1090 new cases were added in the past week.
According to Lucknow Chief Medical Officer Dr Narendra Agarwal, the fresh cases in the district have been recorded from at least 38 different spots. Across the state, 1,664 cases were reported in the last 24 hours, taking the total Covid count of Uttar Pradesh to 38,130. While the state is seeing a surge in cases, it dropped to the sixth position in the national list, with Karnataka edging UP with a total of 41,581 cases. Read more
Actor Amitabh Bachchan and his son Abhishek, who were admitted to Nanavati Hospital after testing positive for Covid-19, are stable, hospital authorities said on Monday. Abhishek will be discharged soon, they added.
Twenty-six staffers working across four bungalows of the Bachchans tested negative for coronavirus on Monday.
In all, 54 close contacts of the family were traced. While most were staffers, BMC officials said they also traced people who had come in contact with Abhishek Bachchan, as he had travelled recently for film-related work. Of the 54 contacts, while 26 were tested, 28 low-risk contacts have been sent to home quarantine. Read more
In the sharpest ever spike in new cases in a day, 357 new cases were reported in Punjab on Monday, driving up the total tally of persons testing positive for novel coronavirus infection to 8,178.
Prior to this, maximum number of cases reported in a day were 302 when pilgrims from Nanded had returned to the state.
Five more deaths were reported -- three from Jalandhar (Two men aged 37 and 54 and a 65-year-old woman), and two from Amritsar (men aged 72 and 48). With this, the total death count due to Covid-19 reached 204, breaching the 200 mark.
Maximum new positive cases (88) were reported from Patiala, at least 30 out of 48 contacts of positive while the details of rest were being worked out as per the official media bulletin.

Lawmakers attending Parliamentary Standing Committee meetings will not be required to be quarantined in Delhi after their domestic air travel, the Union Home Ministry said on Monday. While a meeting of the Standing Committee on Science and Technology was held on July 10, another meeting of the parliamentary panel on home affairs is slated on July 15. The Odisha government Monday allowed home isolation for Covid patients with mild or no symptoms, and urged corporates, central agencies and PSUs to develop small facilities for treatment. Stating that the existing resources can be properly utilised if the mild cases are treated at home isolation, Chief Secretary A K Tripathy told PTI beds at the hospitals could then be available for serious patients. As part of the state governments changed strategy, home isolation of asymptomatic, mild symptomatic COVID-19 patients in urban areas will be allowed, Tripathy said during a briefing.
To curb the spread of Covid-19 in Karnataka, the state government last week announced complete lockdown in Bengaluru Urban and Rural districts, from July 14 to July 22.
Lockdown restrictions will be in place from 8 pm July 14 (Tuesday) till 5 am on July 22, Chief Minister BS Yediyurappa announced. Essential services will be available during the lockdown period. Detailed guidelines on the lockdown were announced by the Chief Secretary Vijay Bhaskar on Monday evening.
Meanwhile, Karnataka has been reporting a high number of deaths in the last three days. As many as 198 of Karnataka’s total 684 deaths, or about 30 per cent, have been reported since Friday (July 10). On Sunday, the state reported 71 deaths.

Two more policemen succumbed to coronavirus disease (Covid-19) in the past 24 hours, taking the death toll in the Maharashtra Police to 79.
Constable Jitendra Bhalerao (38), posted at Waliv police station in Vasai, passed away early on Monday morning after battling the virus for three weeks. Bhalerao was admitted to Riddhi Siddhi Hospital in Nallasopara on June 20 after testing positive. Palghar police spokesperson, Sub Inspector Sachin Navadkar said Bhalerao had no known illnesses. “He was quite fit before falling sick last month,” he said.
On Sunday afternoon, a 55-year-old assistant sub-inspector in the Mumbai Traffic Police passed away at a hospital in Kandivali West. The deceased, Suresh Jadhav, was posted at the D N Nagar Traffic division in Andheri West. Senior Inspector Siraj Inamdar said Jadhav had diabetes but was otherwise healthy.
As of Monday, 79 police personnel in the state have succumbed to Covid-19 while 1,204 have active infections.
Nagaland on Monday reported 71 new positive cases its highest single-day spike of COVID-19 cases. With this, the total number of positive cases in the state has now reached 845.
“Out of 816 samples tested in the past 24 hours, 71 new cases of COVID-19 have been confirmed. 60 in Dimapur, 7 in Mon, 4 in Kohima”, tweeted Nagaland Health Minister, S Pangnyu Phom. He also said that 13 Covid-19 patients recovered on Monday.
The total number of active COVID-19 cases in the state are now at 518.
Nineteen states and union territories have a COVID-19 recovery rate higher than the national average of 63.02 per cent, the Centre said on Monday, asserting that coordinated steps taken by it along with state governments have contributed to a "gradual surge" in the recovery of patients.
It also said that there are 30 states and union territories (UTs) that have a fatality rate lower than the national average of 2.64 per cent.
The norms and standards for home isolation care along with the use of oximeters have also helped to keep a check on asymptomatic or mildly symptomatic patients without burdening the hospital infrastructure, the Union health ministry said in a statement.
As many as 4,328 Covid-19 cases and 66 deaths were reported in Tamil Nadu today. The total number of cases have now reached 1,42,798 in the state.
Uttar Pradesh Chief Minister Yogi Adityanath Monday asked officials to ramp up coronavirus testing capacity to 50,000 tests a day amid a spike in the number of infections in the state.
At a meeting with senior officials, the chief minister said the scope of RT-PCR tests should be increased to 30,000 tests per day while that of rapid antigen to 18,000 to 20,000 a day, news agency PTI reported.
He also asked for increasing the sample collection in Varanasi, Ballia, Ghaziabad and Jhansi districts. The chief minister also directed that a special cleanliness campaign should be carried out on weekends.

Kerala continued to witness a big surge in daily COVID-19 infections with 449 cases being reported on Monday, pushing the count to 8,322, while the death toll has reached 33 with two more fatalities. As many as 77 jawans of the Indo Tibetan Border Force and five health workers are among the infected, Chief Minister Pinarayi Vijayan told PTI.
A 74-year-old man from Kollam and a 64-year-old woman from Kannur died of the disease, he said. At least 144 people have been infected through contact while the source of the 18 of those who tested positive is not yet known. At least 162 people have recovered. The fresh cases include 140 people from abroad and 64 from other states.
Scientists have demonstrated that two small, stable antibody variants derived from the South American mammal’s llamas can neutralise the novel coronavirus in lab-cultured cells, an advance which may lead to the development of new therapeutics against COVID-19.
The study, published in the journal Nature Structural & Molecular Biology, noted that the ‘nanobodies’ can prevent infection with the novel coronavirus SARS-CoV-2 by blocking its interaction with the protein ACE2, which it uses as a gateway to enter and infect cells.
According to the scientists, including those from The Rosalind Franklin Institute in the UK, passive immunisation, which involves giving a patient virus-neutralising agent–either from people previously infected with SARS-CoV-2 or purified antibodies–can be a useful therapy for COVID-19.

Uttar Pradesh reported a record 1,654 coronavirus cases in the past 24 hours, pushing the total to over 38,000, a senior official said Monday.
At least 21 more people too died due to COVID-19, news agency PTI reported.
"In the past 24 hours, 1,654 fresh cases of COVID-19 and 21 deaths were reported in the state. The total number of those who died in the state are now 955 and the tally of infected has risen to 38,130," said Additional Chief Secretary, Information, Awanish Kumar Awasthi.
On Sunday, Uttar Pradesh's tally of COVID-19 cases stood at 36,476 and the contagious disease had claimed 934 lives.
Singapore has deported 10 Indian nationals, including students, and barred them from re-entering the country for violating the “circuit breaker” rules enforced to curb the spread of the coronavirus, officials announced on Monday, warning that the government would not hesitate to take “strong action” against those blatantly disregarding the laws.
The “circuit breaker” period in Singapore began on April 7 as part of which all non-essential workplaces were closed and residents were barred from leaving their houses except to buy food and groceries or to exercise alone in the neighbourhood. The period ended on June 2.
The 10 Indians, holding student or work passes, were caught having a social gathering at a rented apartment on May 5, the Singapore Police Force (SPF) and the Immigration and Checkpoints Authority (ICA) said in a joint press release. More details here.

Numerous reports on Sunday claimed that Moscow’s Sechenov University had completed clinical trials of a vaccine for the novel coronavirus. However, the reports did not specifically mention that it was just the phase one trials that had been completed.
Phase two trials are supposed to start Monday. There is only one vaccine candidate being developed in Russia that has reached the human clinical trial stage. That candidate, being developed by the Gamalei National Research Centre for Epidemiology and Microbiology, in partnership with the Russian Defence Ministry, had begun phase I human trials on June 18 on 18 volunteers from the armed forces.

Australia's worst-hit Victoria state recorded only 177 new coronavirus cases on Monday, but a health official is warning the disease's spread might yet worsen.
The new cases were substantially down from 273 cases on Sunday and a record 288 on Friday, the Associated Press reported.

38-year-oldpoliceman died of COVID-19 in Maharashtra's Palghar district on Monday, a police official said. The deceased, a police naik, was a resident of Murbad taluka in neighbouring Thane district. He was attached to the Valiv police station at Vasai in Palghar. Navadkar said 135 personnel in the district have so far tested positive for coronavirus and two of them have died.
