Andhra Pradesh passes resolution endorsing ‘landmark’ GST reforms

Andhra Pradesh has passed a resolution endorsing the Centre’s Goods and Services Tax reforms – the first state assembly to do so since the changes were announced earlier this month.

A resolution that the Andhra Pradesh Assembly passed Wednesday called it next-generation reforms, congratulating Prime Minister Narendra Modi and Finance Minister Nirmala Sitaraman for the “landmark decision”.

“The Andhra Pradesh Legislative Assembly passed a resolution congratulating Prime Minister Narendra Modi for the landmark decision of the 56th GST Council on GST rate rationalisation,” Chief Minister N Chandrababu Naidu said, adding that the reform would simplify the tax structure, reduce compliance burden on businesses, increase transparency, and “directly benefit the common man”.

In the Legislative Assembly, the chief minister said the reforms provided the public an opportunity to enjoy the festival season “in a true spirit” with reduced prices of essential commodities.

“The five-tier GST reforms will remove complications in tax structure and there will be no harassment of officials as they are framed in a more transparent manner,” he said. “The cut in GST from 28 percent to 12 percent and from 18 percent to 0 percent on some essential commodities indicates the Centre’s commitment to protect the interests of common man”.

Adopting the resolution in the Assembly, the chief minister said it was a visionary step in simplifying and rationalising the GST structure will directly benefit the common man, reduce compliance burden on businesses, and enhance transparency in the tax system.

“The reforms carried out in the last 11 years under the leadership of the prime minister gave a tremendous boost to welfare and development, and now we have embarked on the next generation reforms,” Naidu said, adding that the reforms will boost the economy by Rs 2 lakh crore.

Naidu also announced a cabinet sub-committee to draw up an action plan to take forward the GST reforms, saying they “should be visualized and the opportunity should be utilized to achieve 15 per cent growth rate in Andhra Pradesh”.

The Goods and Services Tax Council brought in sweeping reforms to the GST regime, bringing down the tax structure from four — 5 percent, 12 percent, 18 percent and 28 percent — to two, 5 percent and 18 percent. It also introduced a new slab of 40 percent for “sin” and “super luxury” goods,

As a result of this restructuring, the price of several frequently consumed items are likely to change from September 22, when the new rates come into effect.
