Delhi on ‘extreme flood alert’ as Yamuna overflows, key roads shut: 10 points

The water level of the Yamuna was measured at 208.05 metres at 10 am on Thursday morning by the Central Water Commission, which has termed it as an "extreme situation".

The overflowing Yamuna has flooded several areas in Delhi, putting the national capital on high alert. As the river’s level climbed to record heights on Thursday, the Delhi Traffic Police issued an advisory notifying the residents to avoid some key roads that have been inundated.

Portions of the Mahatma Gandhi Marg and Outer Ring Road have been closed due to severe waterlogging. Schools in the affected areas have been asked to shut. The Yamuna Bank metro station of the Delhi Metro has also been closed. Further, water shortages may be experienced in some areas, Delhi Chief Minister Arvind Kejriwal said.

    Yamuna's water level set to rise more: CWC

    The Central Water Commission has forecasted that the Yamuna's water level may swell to 208.75 m by 4 pm on Thursday, a day after the river breached its previously recorded highest flood level of 207.49. The danger level of 205.33 m was crossed on Tuesday.

    "As per the CWC prediction, the peak (of river Yamuna's water level) will reach by 3-4 pm today and it will then start going down," Delhi CM Kejriwal said.

    Several roads shut, movement of commercial vehicles restricted: Delhi Traffic Police

    Traffic has been diverted from the affected roads including Outer Ring Road (Rohini to ISBT), GTK Road to ISBT (Sonepat side), GTK Road to Azadpur under Mukarba Chowk flyover, Singhu Border, Mukarba Chowk, Bhalswa, the Delhi Traffic Police said on Thursday.

    "The traffic coming from Shahdara on GT Road towards ISBT, Kashmere Gate has been diverted from Seelampur T-point via Keshav Chowk - Karkardooma Court - Road No. 57- NH-24," the Delhi Traffic Police said in a tweet.

    Movement of traffic is restricted in both the carriageways from ISBT towards Majnu Ka Tila. Traffic movement is also closed on Bhairon Road due to overflow of drain water near Railway Under Bridge.

    Further, the police announced, "Movement of commercial vehicles will be regulated in Delhi." Non-destined commercial vehicles will temporarily not be allowed to enter the capital city.

    Waterlogging in Civil Lines, ITO, Red Fort areas

    Knee-deep water has inundated roads in ITO, Civil Lines, Kashmere Gate, and Red Fort areas, among other places in the city.

    "The 'nalas' around Yamuna are also filled with water, because of which the areas around Yamuna, especially ISBT, Ring Road, and ITO are facing waterlogging... We are evacuating people in water-logged areas and transferring them to relief camps...Water has also entered several roads in Delhi as well. The PWD has closed such roads," Public Works Department Minister Atishi was quoted as saying by news agency ANI.

    Yamuna Bank station closed, metro speed slower in some stretches: DMRC

    "Entry and exit at Yamuna Bank Metro Station has been temporarily closed due to the rising water levels of the Yamuna River. However, interchange facility is still available and services on Blue Line are running normally," the Delhi Metro Rail Corporation said in a tweet.

    "Due to rising water levels of the Yamuna, trains are passing through all the four Metro bridges on the river with a restricted speed of 30 kmph as a precautionary measure. Normal services on all corridors," the DMRC further stated.

    Schools shut, Kejriwal advises WFH

    "Schools, colleges and universities will remain closed till Sunday. All government offices, except those providing essential services, will have work from home. An advisory is being issued for private offices too to work from home," Kejriwal said.

    The chief minister's statement comes as traffic snarls were observed at several points in Delhi due to waterlogging and diversion of traffic in affected areas.

    Water shortages likely in parts of the city

    "Due to rising water level in Yamuna, Wazirabad, Chandrawal and Okhla water treatment plants have to be shut. Due to this there will be water shortage in some areas of Delhi. As soon as the Yamuna water recedes, we will try to start them as soon as possible," Delhi CM Arvind Kejriwal said.

    The CM visited the Wazirabad Water Treatment Plant to inspect the damage today. "For the first time in Delhi, Yamuna has touched this level. Three water treatment plants have been shut down due to this as the water has entered pumps and machines... 25 percent of the water supply in Delhi will go down due to this. The tubewells are closed too. There can be water scarcity for a day or two," he was quoted as saying by ANI.

    Emergency DDMA meeting today

    Lieutenant Governor V K Saxena held a special meeting of the Delhi Disaster Management Authority today to discuss the flood situation in the city. Chief Minister Arvind Kejriwal, who is the vice-chairman of the DDMA, also attended the meeting.

    The decision to close education institutions, ration water supplies, and restrict the entry of heavy vehicles into Delhi were taken at the meeting.

    Evacuation efforts underway in low-lying areas

    The Delhi government is evacuating people from the areas surrounding the Yamuna which have been affected by the flooding. "30-40 schools have been made relief camps," Delhi Minister Atishi said.

    Meanwhile, CM Kejriwal urged residents of low-lying areas to vacate their homes immediately. “I appeal to the people who stay in the affected areas to vacate their homes with whatever essentials they need as soon as possible.”

    Teams of the National Disaster Response Force (NDRF) have been deployed for rescue and safety efforts in the low-lying areas.

    Kejriwal writes to Amit Shah, asks for Centre's help

    Kejriwal on Wednesday had sought the Centre’s intervention to ensure that the Yamuna does not rise further.

    In a letter to Union Home Minister Amit Shah, CM Kejriwal wrote: "There have been no rains in Delhi for the last three days. Water levels of Yamuna are rising not because of rains, but due to high volumes of water being released by Haryana at Hathnikund barrage."

    Following this, Delhi Lieutenant Governor Vinai Saxena said, “the volume of water being discharged from Haryana has been reduced. I would also like to clarify that Hathni Kund is a barrage, not a dam; water cannot be restricted or held at a barrage.”

    Section 144 imposed in flood-prone areas

    As a precaution, the Delhi Police has imposed prohibitory measures under CrPC section 144 in flood-prone areas of the city.
