Around 100 people living in unauthorised colonies will get ownership rights in the form of conveyance deeds by the end of the year, said Delhi Development Authority (DDA) vice-chairperson Tarun Kapoor Monday. With this, he said the DDA will kickstart the scheme — PM-UDAY (Unauthorised Colonies in Delhi Awas Adhikar Yojana) — to regularise over 1,700 colonies and confer ownership rights on residents.
According to a DDA official, while a conveyance deed grants ownership rights to people and will be recorded with the body, registration of the property will mean they can take loan on it or sell it.
On Saturday, Union Urban Affairs Minister Hardeep Singh Puri said the process of regularising unauthorised colonies will be completed within three months, with the DDA set to launch a portal enabling people to file applications for ownership rights on December 16. Through the portal, Kapoor said, people can apply for the conveyance deed.
Sources said the BJP could showcase this as their achievement before next year’s Assembly polls, and that the deeds may be handed over to the 100 people by a top BJP leader. Sources, however, said the DDA is yet to figure out how the 100 residents will be selected.
Meanwhile, the National Capital Territory of Delhi (Recognition of Property Rights of Residents in Unauthorised Colonies) Bill, 2019 will be introduced in the Lok Sabha Tuesday. The bill seeks to provide special provisions for the National Capital Territory of Delhi for recognising property rights of residents of unauthorised colonies, by securing the rights of ownership or transfer or mortgage in favour of residents of such colonies.
However, the list of business in Lok Sabha only mentions the introduction of the bill and does not clarify when it will be taken for consideration for passage.
