Rohtak SP Narendra Bijarniya transferred out days after IPS officer Y Puran Kumar’s death

The Haryana government has issued an alert to all police commissioners and district police chiefs to keep vigil in light of the Congress’s planned state-wide protest seeking justice for Y Puran Kumar’s family.

Four days after senior Haryana IPS officer Y Puran Kumar was found dead with a gunshot wound at his residence, the Haryana government has taken its first action in the case by transferring Rohtak Superintendent of Police (SP) Narendra Bijarniya on Saturday.

Bijarniya, a 2015-batch IPS officer, was among the police officials named in the “final note” recovered from Kumar’s pocket.

While Surinder Singh Bhoriya, a 2014 batch IPS officer, has been appointed as the new Rohtak SP, the government stated that the posting orders for Bijarniya would be issued separately.

The development comes at a time when the Haryana government has issued an alert to all police commissioners and district police chiefs to keep a vigil in light of the Congress’s state-wide protest at all district headquarters seeking justice for Kumar’s family and action against the Haryana Police top brass, who allegedly forced him to take the extreme step.

The Chandigarh Police have shifted Kumar’s body to PGIMER, but Kumar’s family has not yet consented to a post-mortem examination. “We have requested the family to give consent for the post-mortem examination. The family has some grievances and raised some points; we are in discussion with them,” Chandigarh Director General of Police Sagar Preet Hooda said after speaking to Kumar’s wife, Amneet P Kumar, at their residence.

‘If such a high-ranking officer cannot get justice, who will?’

Several Congress leaders, including Rajya Sabha MP Randeep Surjewala, Deepender Hooda, Varun Chaudhry, Congress MLAs Geeta Bhukkal and Shakuntla Khatak, former Congress MP Ashok Tanwar and several BJP ministers, including Krishan Bedi, also reached Kumar’s Sector 24 residence and expressed their condolences.

“The forced suicide of Haryana’s IPS officer Y Puran Kumar has deeply shaken the conscience of society and the entire nation. If such a high-ranking officer in Haryana cannot get justice, then who will? A person who was posted as IG, held the rank of ADGP, studied at IIM Ahmedabad, scored higher marks than IAS to enter the IPS, whose wife is a senior IAS officer — if he could not get justice, then what will be the fate of ordinary Dalits and the poor?” Surjewala told the media.

“Can you imagine the state of affairs in Haryana? What is the reason that an officer of ADGP rank is not allowed to offer prayers at a temple inside a police station? What is the reason that a Dalit officer of ADGP rank is not granted leave to attend his father’s funeral? What is the reason that due to systemic and caste-based discrimination, a Dalit ADGP is compelled to take such an extreme step and commit suicide? These are the questions that are haunting everyone’s minds. What happened today has crossed all limits. Without informing or asking the family, Mr. Y. Puran Kumar’s body was taken from Sector 16 Hospital to PGI. The family was not even allowed to see him. Why? This is a crime. When such inhuman treatment is meted out openly to Dalits, the poor, and especially to Dalit colleagues holding top positions — what does it say about the state of governance and administration? You can imagine. At the very least, justice must be served now,” he added.
