Fake certificates scam: PSEB suspends another employee after handwriting evidence

The Punjab School Education Board (PSEB) has suspended its fourth employee in connection with the fake certificate verification scandal.

According to orders issued by Dr Amarpal Singh, chairman, PSEB, the action follows a fact-finding inquiry conducted by the Joint Secretary (J). The probe was initiated after the Punjab Pharmacy Council, Medical Education Bhawan, Sector 69, Mohali, raised concerns over the verification of forged certificates.

The inquiry revealed that the certificates were case no. 3359 dated July 13, 2023, received by Ranjit Singh (Helper), and case no. 3897 dated August 4, 2023, received by Rajinder Singh (Helper) were manually processed through the single window system. At that time, senior assistant Jagveer Kaur was in charge of the related section, but due to her foreign leave, the work was being handled by Parvinder Singh, senior assistant, Verification Branch.

Based on the fact-finding report, departmental proceedings were initiated on July 5, 2024, and a charge-sheet was issued to the involved employees on July 12, 2024. Subsequently, the departmental inquiry, led by Gurdeep Singh (retired PCS Officer), confirmed procedural lapses.

Further, a handwriting expert report by Devinder Prasad, received on October 16, established that the false verification reports for both cases were prepared by Harmandeep Singh, senior assistant, Verification Branch (now Superintendent, Academic and Planning Branch).

Considering the gravity of the offence and the expert’s findings, the Board has suspended Harmandeep Singh with immediate effect under Rule 16(1)(a) of the PSEB Employees (Punishment and Appeal) Regulations, 1978. During the suspension period, his headquarters will be the Regional Office, Gurdaspur.

“The Board will not tolerate any compromise on the authenticity of academic records,” PSEB Chairman said, emphasising strict disciplinary measures to maintain transparency and integrity in the verification process.
