US President Donald Trump said on Sunday he is prepared to move to a second stage of sanctions on Russia over its war in Ukraine.
Asked at the White House if he was ready to take what he called “the second phase” of measures, Trump told reporters: “Yeah, I am.” He did not give details on what that would involve, Reuters reported.
Trump has spoken before about stronger action against Moscow but has held back while trying to keep talks open. Since taking office in January, he has said he could quickly end the conflict in Ukraine, but fighting has continued.
The White House did not respond to a Reuters request for comment on what steps Trump might be considering.
The exchange followed remarks Trump made on Wednesday defending his record on Russia. He said that tariffs placed last month on Indian goods exported to the United States had already hurt Moscow because India is a major buyer of Russian oil and gas.
“That cost hundreds of billions of dollars to Russia,” Trump said on Wednesday, according to Reuters. “You call that no action? And I haven’t done phase two yet or phase three.”
Treasury Secretary Scott Bessent said on Sunday that Washington and the European Union could consider “secondary tariffs on the countries that buy Russian oil” to add more pressure. Russia counts China as one of its main energy customers, while many Western nations have reduced imports since the war began.
